Summary
The Senior Program Coordinator is responsible for the design, implementation, supervision, and maintenance of a comprehensive volunteer services and student intern program that supports the strategic initiatives of Howard County Medical Center. The Senior Program Coordinator is directly responsible for planning, organizing, and directing the operations of the Community Support Services department, as well as direct supervision of the Volunteer Coordinator. Develops a multi-pronged approach to ensure effective use of, and a rewarding experience for, volunteers, students, observers, and apprentices, including recognition and publicity for these groups.
Essential Functions
- Develops and communicates departmental goals and objectives, policies, and procedures that support the primary functions of HCMC. Develops and maintains standard operating procedures for the department in processing applications, placing vetted applicants, and monitoring performance.
- Represents Howard County Medical Center in the community, particularly in areas related to volunteerism and workforce development, partnering closely with the Howard County Public School System and the Howard County Department of Workforce Development.
- Oversees Apprenticeship Maryland Program partnership, maintaining relationships with the Maryland Department of Labor.
- Initiates and maintains collegial relationships with hospital departments to integrate services, and have access to consultative services when developing and implementing new volunteer, student, observer or apprenticeship programs.
- Directly supervises and provides overall direction to the Volunteer Coordinator. Assesses and monitors employee performance and communicates areas of performance requiring improvement.
- Works closely with the Patient Family Advisory Council (PFAC) for the medical center.
- Manages internal workforce development efforts for current employees, including bi-annual Internal Career & Benefits Fair.
- Assures effective operations through directing the development of clear goals, objectives, and standards within functional areas.
- Develops and conducts hospital orientation for new volunteers, students and observers, and departmental orientation to new Community Support Services employees.
- Coordinates activities and integrates services by working closely with other departments in order to provide comprehensive services. Participation in hospital performance improvement teams is required.
- Completes and files all reports required of the department including workload reports, budget variances, Community Benefits Reports.
- Participates in coordinating and organizing many of the key employee activities for the Hospital, as a member of the Employee Engagement Committee.
- Guarantees compliance with regulations governing hospitals and the rules of accrediting bodies by monitoring operations and initiating changes where required.
- Retains overall responsibility for the proper screening, training, assigning, and orienting volunteers and students to maximize effectiveness of these groups and avert risks to patients, staff, or volunteers. Adjusts assignments and schedules for all departments using volunteer or student support, within limits, to accommodate circumstances.
- Works with staff to resolve concerns with volunteers and students. Counsels and/or educates staff in the effective utilization of volunteers and students as the situation requires. Reassigns, and when necessary, terminates volunteers or students using established processes.
- Manages any departmental agreements with Johns Hopkins Health System Legal Department.
- Leads marketing and communications for the department. Provides appropriate recognition and publicity for volunteers, students, and apprentices.
- Seeks and maintains professional affiliations to enhance professional growth and keep abreast of the latest trends in volunteer management.
- Develops and manages the annual budget for Community Support Services and applies effective cost avoidance practices to the operation of the department. Reports on monthly variances.
Bachelor's Degree in the Social Science, Health Education, Administration, or Business field.
Work Experience
Three (3) years of demonstrated managerial experience or equivalent management experience in a health care environment required. Experience in volunteer management preferred. Experience in interviewing, selection, and placement of candidates is required.
Salary Range: Minimum $28.05 per hour - Maximum $46.31 per hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
