Definition & Duties




Under direction of the Board Office Executive Director, manage the operations of the County’s comprehensive grants management, development, and fiscal agent activities. Plan and administer County grant functions, including grant management, reporting, and training for departments/offices handling grant programs. Supervise grants staff to ensure compliant and effective grant and fiscal agent administration. Provide oversight and administration of grant and fiscal agent compliance requirements. Manage centralized software systems for County grant awards to ensure best practices, accurate budgets and reporting, financial tracking, project completion, and compliance. Coordinate and facilitate stakeholder communications and meetings.

Ability to:

  • Be detail-oriented and accurate when working with documents, information, and timelines
  • Recruit, hire, train, manage, evaluate, discipline and motivate staff in accordance with County employment policies
  • Serve as media contact for grant-related issues
  • Maintain confidentiality and security of information, as appropriate
  • Interpret, apply and articulate laws, policies, rules and regulations
  • Collect data, keep accurate and organized records, and make informed recommendations
  • Compile data to meet deadlines under short notice
  • Provide customer service that is courteous and responsive
  • Establish and maintain effective working relationships with elected officials, department heads, co-workers, public and non-profit agencies, and members of the public
  • Interact effectively with persons from widely divergent backgrounds, interest and points of view
  • Use a computer for the purposes of word processing, data entry, spreadsheets, presentations, email and the internet
  • Operate common office equipment such as calculators, fax machines, photocopiers, scanners and multi-line telephones
  • Communicate effectively, orally and in writing, to individuals and groups, in formal and informal situations
  • Understand and follow complex oral and written instructions
  • Organize and prioritize multiple responsibilities and competing priorities
  • Handle moderate to high levels of stress, meet established deadlines, and solve problems appropriate to the position

Minimum Education, Training & Experience & Special Requirements

Bachelor’s degree in Public Administration, Business Administration, Journalism, English or closely related field AND five (5) years of progressively responsible experience involving grant writing and program monitoring with one (1) year in a supervisory capacity; OR any equivalent combination of education and experience which provides the required knowledge, skills and abilities. Master’s degree in writing-related field preferred.

Special requirements: Valid driver’s license and insurable under County liability coverage. May also require use of personal vehicle or equivalent transportation for official business. Must pass background check.

Specific Duties

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

  • Develop, implement, and continually update strategic plan for County grant administration.
  • Collaborate and communicate across departments, offices, and staff to identify and develop solutions that improve grant management processes.
  • Manage grants staff to include recruiting, onboarding, training, evaluating, and disciplining personnel. Consult with Director as appropriate.
  • Manage project timelines and facilitate Board discussion/approval for grant projects, federal funding opportunities, bid lettings, and fiscal agent duties.
  • Administer annual County grant programs. Develop and implement policies and procedures pertaining to the programs, including the application process and analysis of proposals. Establish grant criteria, eligibility requirements, and grantee objectives.
  • Serve as a County liaison to partner organizations.
  • Provide oversight and administration for County fiscal agent services related to federal funding and grant awards.

  • As needed, lead federally funded project meetings and provide regular updates to the Board of Supervisors.
  • Prepare and present recommendations to the Board of Supervisors, including statistical data, proposed budgets and program narratives, and future funding estimations for County grant projects and programs.
  • Develop Board Office service agreements. Coordinate with the County Attorney’s Office and Auditor’s Office to facilitate the review and execution of contracts.
  • Develop and implement internal and external communications relating to the County’s grant programs and/or funding opportunities for County departments/offices.
  • Facilitate publicity, media relations, and publications to foster public awareness of grant funding impacts.
  • Develop guidelines and resources for County departments/offices utilizing federal funding.
  • Continually research and identify potential grant opportunities available from federal, state and private sources that align with County programming and priorities.
  • In collaboration with grants and/or county staff, determine and report on the resources needed to pursue viable external grants in alignment with said priorities.
  • Review all grant opportunities submitted to the grants team to determine eligibility, and advise departments and offices on requirements for application.
  • Work closely with departments and offices to develop and write grant proposals.
  • Prepare applications, ensure applications are complete, and submit as specified.
  • Provide regular grants updates to elected officials at public meetings.
  • Comply with federal, state, and local financial and procurement requirements by studying existing and new regulations and enforcing adherence to requirements.
  • Provide grant-related consultation and guidance to Johnson County municipalities and villages to advance rural economic and community development.
  • Coordinate with the Auditor’s Office and Finance Department in maintaining internal controls with grant reporting procedures; assist in resolving audit findings and questioned costs, review reimbursement requests.
  • Serve as the primary lead for the County’s grant management software. Use grant management software to the fullest capacity for all grants including pre award, post award and subrecipient management (reporting, submitting invoices, etc). Oversee data migration from former grant management resources.
  • Serve as primary grants lead for the County’s financial management system. Ensure grant funds received by the County are accurately entered and accounted for in the system, in addition to defining expenditure and deadline terms. Work with county staff to implement quality control measures for the system.
  • Draft summary reports, executive summaries, resolutions, and other documents as directed to carry forward Board initiatives and information requests.
  • Provide coordination support for special projects and events.
  • Perform general clerical duties, such as filing, faxing, answering telephones, photocopying and completing internal forms.
  • Participate in assigned internal and external committees.
  • Staff internal and external committee meetings as assigned, ensuring compliance with Open Meeting Laws, tracking attendance, developing agendas, and generating minutes.
  • Attend work-related meetings, conferences and seminars.
  • Perform all work duties and activities in accordance with County policies, procedures and safety practices.
  • Attend work regularly.
