Definition & Duties

Under general supervision under the Public Health Director, coordinates department-wide efforts to ensure that performance management (PM) and quality improvement (QI) systems are developed, managed, and maintained using a data-driven focus that are aligned with department or programmatic strategic goals. Assists in coordinating department strategic planning. Provides leadership for PMQI policy development, project coordination; provides support for improving the essential public health services, and evaluates outcomes and impact on the community’s health; and researches and develops PMQI training programs.

  • Have sufficient vision which permits light to moderate production and review a wide variety of materials both in hardcopy and electronic form

Minimum Education, Training & Experience & Special Requirements

Bachelor’s degree in public health, public administration, health education, health promotion or closely related health field AND one (1) year experience in public health or a related field; OR any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Special requirements:
Must pass background check. Valid driver’s license and insurable under county liability coverage. May require use of personal vehicle or equivalent transportation for official business.

Specific Duties

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

  • Acts as the Accreditation Coordinator for JCPH and is the point of contact with Public Health Accreditation Board (PHAB). Ensures all necessary reports are submitted to PHAB to maintain the Department’s Accreditation Status.
  • Increases the Performance Management and Quality Improvement (PMQI) capacity in order to measure public health program indicators.
  • Increases capacity to evaluate the effectiveness of JCPH department, practices, partnerships, programs, use of resources, and impact the system improvements have on public health.
  • Implements a performance management and improvement process that leads to a positive and measurable impact on the public health system.
  • Develops and implements engagement processes that assure the informational exchange necessary to achieve appropriate plans and policies as well as identify potential barriers to new policy development and implementation.
  • Coordinates JCPH’s performance and quality initiatives to ensure alignment and optimal use of resources.
  • Acts as JCPH liaison with community partners as assigned, which may include: land use plan development, alternative transportation, parks and recreation, and similar city or county plans.
  • Leads the core group of JCPH staff that make up the PMQI Committee.
  • Designs, coordinates and/or delivers appropriate organization-wide PMQI training.
  • Contributes to strategy development for achieving and sustaining a diverse, inclusive, and competent public health workforce.
  • Reports the status of PMQI efforts and impacts to Director.
  • Identifies best performance and quality improvement practices, and makes recommendations for implementation.
  • Assists with development of university undergraduate and graduate students completing internships and practicum experiences at JCPH.
  • Represents the Department and participates in training/education opportunities, conferences, seminars and work-related meetings as requested.
  • Performs all work activities in accordance with county policies, procedures, and safety practices.
  • Attends work regularly at the designated place and time.
