Description

The primary purpose of the Johnston County Department of Social Services (JCDSS) is to provide mandated and non-mandated programs and services to citizens of Johnston County. JCDSS is responsible for providing Child Protective Services, Foster Care and Adoptions, LINKS, Services for Adults and Disable individuals, Adult Protective Services, Guardianship, determining eligibility for Public Assistance (TANF, Medicaid, Food and Nutrition Services, LIEAP, Crisis Intervention, Daycare, General Assistance) and a full range of social and support services to eligible recipients

Johnston County DSS is accepting applications for a Medicaid Staff Development Specialist position in the training unit. The primary purpose of this position is to train allI ncome Maintenance Staff on Medicaid policies and procedures through foundational training and refresher training using NCFAST, NCDHHS policies and federal policies. This position will train staff on effective interviewing skills to determine eligibility for public assistance, benefits, effective communication and listening skills between staff and outside entities, and will also assist Supervisors and Lead Workers on how to effectively deal with communicating with staff on the need to prevent errors while determining Medicaid eligibility.

Duties and Responsibilities

The employee will develop a training standard and curricular to train all staff on current Medicaid policies and procedures, as well as keeping staff abreast of changes in policies. The employee will have the responsibility of reading and interpreting policies and procedures in order to effectively train new and existing staff to ensure the county is in compliance with county and federal policies. The employee will research appropriate manuals to locate answers to specific questions the staff may ask and assist them with the use of policy. The employee will serve as an additional liaison between Johnston County DSS and Medicaid state representative in order to get clarification on specific policies and procedures, which cannot be readily found in the user manuals. The employee will review and audit case records for Medicaid employees and identify trends to develop training manuals and work collaboratively with other departments.

Knowledge, Skills and Abilities

Considerable knowledge of training theory, principles and techniques. Ability to interpret, apply and communicate a variety of policies, procedures and regulations. Ability to exercise sound judgment in assessing training needs, development of objectives, recommending training goals, and evaluating student learning. Ability to develop course outlines and lesson plans. Ability to adapt and communicate information to a wide range of audiences and situations. Skills in mentoring and relating to others.

Desired Education and Experience

Graduation from a four-year college or university and three years of experience in a human service program, counseling, or training in the subject matter specified; or an equivalent combination of education and experience to demonstrate required skills and knowledge.
