POSITION: Fixed Asset/Purchasing Specialist
REPORTS TO: Director of Purchasing
PAY GRADE: 70/71; Range - $43,524-54984
Site: Central Office – Simpson Building
Term: 12 Months
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Fixed Assets
- Enter all fixed assets ($5,000 ) into database
- Ensure all assets are properly tagged
- Annual depreciation
- Annual physical inventory
- Rotating 3-year cycle - onsite
- Annual reports and follow-up with schools and departments
- Maintain federal database
- Research surplus sales items
- Ensure they are removed from fixed assets/inventory
- Notify AFO of any federal assets sold, with PRC information
- Bond/Capital
- Manage all POs/Process invoices to submit for payment
- Maintain reconciliation (LINQ vs. Vendor Contract)
- Request bond/special capital funds from county
- Inventory
- Maintain listing of all items $500.00-$4,999.99
- Ensure all are properly tagged
- Annual report verification
- Annual physical inventory of Simpson Building
- Maintain vehicle titles
- Reconcile surplus sales, ensuring federal sales are paid back to the federal government
- Construction in Progress
- Bond Reconciliation
- P-Cards
- Review budget coding and ensure budget availability
- Verify all pre-approval documentation and process for pre-audit
- Monthly Reconciliation
- Prepare monthly JE
- Conduct trainings for new users
- Manage Works (User Info, Balance Limits, etc.)
- Primary responsibility party for P-Card email (Purchasing Specialist II will backup/support as needed)
- Accept bids for RFPs
- Maintain all RFP checklists, ensuring all documentation is received
- Post bid ads and obtain copies of all postings
- Secure location for bid openings/meetings
- Monitoring purchasing email for all vendor questions
- Communicate with JCPS staff when questions are submitted
- Ensure JCPS staff posts all answers to RFP questions by deadlines
- Communicate with other purchasing department staff members if there are emails they need to address
- Assist with compliance and year-end audit
- Cross train with Purchasing Specialist II
- Back-up to initial requisition approver or for Compliance Specialist requisitions
- Projects as assigned
- Other duties as assigned
KNOWLEDGE AND ABILITIES:
- Working knowledge of bookkeeping, accounting, and inventory/asset concepts
- Considerable knowledge of computer applications
- Effective oral and written communication skills
- Effective time management skills
- Ability to perform computations accurately and with reasonable speed
- Ability to understand, interpret, and apply specific rules and regulations governing the processing of fiscal documents, maintenance of financial records, and preparation of fiscal reports
- Ability to complete complex tasks and minimize eros with attention to detail
- Ability to establish and maintain effective working relationships with school system staff
ACCEPTABLE TRAINING AND EXPERIENCE:
- Associate Degree in Accounting, Business, or related field with at least 3 years of accounting experience or High School Diploma or equivalent with at least 5 years of accounting experience
- Fixed Asset/Inventory experience preferred
- NC school system accounting experience preferred
PHYSICAL REQUIREMENTS:
- Ability to communicate effectively in written and oral forms
- Ability to physically perform the basic life operational functions of fingering, grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion
