Performs complex administrative duties following established procedures in the following areas : payroll, group life and health insurance, retirement benefit plans, onboarding and personnel maintenance, and records maintenance.

EDUCATION AND EXPERIENCE
A two-year associate degree from an accredited college or university in a related field desired for this position. Experience equivalent thereto may be substituted for this degree requirement.Two to three years' experience in an office setting.Ability to earn a professional certification in Human Resources via HRCI or SHRM to advance into a Senior Payroll / Benefits Administrator role.PRINCIPAL DUTIES AND RESPONSIBILITIES
PayrollResponsible for the accurate keying of time for all employees.Edits and verifies time keyed.Transmits payroll utilizing the First Citizens software for direct deposit.Verification of payroll reports and archiving on the HR volume.Processes all salary changes due to merit increases, promotions, or Compensate adjustments. Ensures that all necessary documents have been received, and information is accurately entered into the financial system as per established guidelines.Processes W2 forms at end of year, and balances and prints for timely delivery to employees. Transmits W2 forms to the IRS and ESC.Processes special pay runs for Christmas bonuses and Stand-by bonuses.Processes year-end run of Vacation and Sick Leave accruals above policy cap.Updates spreadsheets for Compensate Plan for yearly analysis.Transmits annual salaries as of November 15th to NRECA and verifies with January statement.Maintains various spreadsheets in connection with payroll, such as vehicle, 401(k) contributions and match, etc.Completes salary surveys as requested for review by Department HeadPrepares quarterly reports for SUTA and verifies 941 reports.Ensures accurate and timely ACA reporting for employees, retirees, and directors.Group Life and Health InsuranceEnrolls new employees in various plans when eligibility is reached.Processes all Annual Benefit Renewal changes per Board approval, and administers all open enrollment benefit changes for employees, directors, and retirees.Processes and assists employees with filing claims to insurance carrier for payment.Handles inquiries and complaints to ensure quick, equitable, and courteous resolution.Maintains contact in person, by phone, or mail with hospitals, physicians and employees to facilitate proper and complete utilization of benefits.Administers annual notification and enrollments for NRECA Section 125 Cafeteria Plan.Verifies monthly premium statement from NRECA for group benefit plans and resolves any billing discrepancies.Responsible for timely billing of directors and retirees for monthly medical, dental, vision, and AFLAC premiums, and process bank drafts for premiums set up on monthly bank drafts.Responsible for HRA enrollments for retirees over 65 and disabled employees, and reimbursement for retired directors and widows of retired directors.Distributes Summary Plan Descriptions and Summary of Material Modifications as directed.Benefit PlansRetirement & SecurityEnrolls employees after completing the waiting period of one-year.
Monitors and tracks employees eligible to quasi-retire, or employees eligible to retire.Distributes Summary Annual Reports to participants as directed.Verifies monthly R & S Premium Billing and ensures timely payment of bill.401(k)Enrolls employees after completing the waiting period of one-year.Coordinates contribution percentage of participant and company match in payroll system.Assists employees with 401(k) loans, assures the completion of proper loan documents for submission to NRECA, and ensures proper payroll deductions are entered in payroll system for loan repayments.Distributes SPDs to participants as directed.Submits bi-weekly 401(k) contributions and 401(k) loan payments to NRECA online.Records MaintenanceMaintains up-to-date personnel folders, CDL folders, and employee booklets.Prepares the monthly report on changes in employment for Department Head.Prepares and forwards merit evaluation forms to Department Heads and follows-up for return of completed forms.Maintains data for annual Diversity Management Program update.Maintains Apprentice Lineman and Line Clearance Technician progression schedule.Records changes in all employee status as necessary, such as address change, name change, etc.Onboarding and Personnel MaintenancePosts open positions in the Applicant Tracking System and all relevant recruitment sites and social media outlets.Helps conduct interviews for all open positions and provides guidance and insight in hiring and promotion selections.Conducts all pre-employment screenings for potential new hires, ensuring all paperwork and consent forms are retained in appropriate filing systems.Conducts new hire orientation, including verification of Right to Work in the United States through E-Verify.Holds periodic onboarding meetings with new hires to discuss relevant changes and benefit eligibility.Ensures all employment changes are recorded in the Payroll System, with NRECA, and in all related spreadsheets.Submits separation notification to NRECA, and compiles exit spreadsheets for all offboarding events.Additional ResponsibilitiesEnrolls employees in American Family Life Cancer Insurance Plans and verifies billing statement and payroll deduction amounts are accurate.
Serves as ElecTel Cooperative Federal Credit Union loan officer, assists employees with various services offered, and maintains payroll deduction balancing procedures for loan repayments and deposits.Schedules random drug testing of employees with Department Heads, assuring confidentiality, and verifies monthly invoice for approval by Vice President of Human Resources.Maintains subscription list for employees and directors receiving relevant publications.Processes Workers' Compensation claims and communicates with insurance carrier to achieve efficient coordination and resolution of Workers' Comp claims.Processes Short- and Long-Term Disability claims with CBA, and coordinates use of sick leave and vacation hours with disability to keep employee earnings consistent with regular bi-weekly income.Ensures current and accurate Department of Labor posters are displayed in designated areas as required by state and federal law.OTHER DUTIES AND RESPONSIBILITIES

WORKING CONDITIONS
Normal working conditions inside office building with heat and air conditioning. Regular office hours are from 8 : 00 AM to 5 : 00 PM Monday through Friday, except company observed holidays. Position is in Jacksonville, North Carolina. Should live near or within the Cooperative's service area.
