Position Overview
The Shelter Program Manager plays a key leadership role in coordinating and overseeing emergency shelter at Joseph’s House & Shelter. Reporting directly to the Director of Homeless Services, the Program Manager assists with program administration, staff supervision, guest advocacy, and community partnerships. This position serves as the second-in-command in the absence of the Director, ensuring the shelter’s daily operations run smoothly while maintaining a high standard of service for guests.
Key Responsibilities1. Program Administration & Operations
- Assist the Director of Homeless Services in day-to-day shelter operations, scheduling, and oversight of shelter programs, including emergency and seasonal.
- Monitor and manage the bed list, advocate assignments, billing status, and compliance with internal protocols and external funding requirements.
- Conduct weekly case reviews, ensuring thorough documentation and service plans for guests.
- Oversee the completion of incident reports, ensuring accurate documentation and timely follow-up.
- Ensure compliance with all safety regulations, licensing requirements, and organizational policies.
- Facilitate regularly scheduled Guest Round Table meetings, providing a platform for guests to voice concerns and provide feedback.
- Assist in reviewing, drafting, updating, and training staff on procedures and policies in consultation with the Director of Homeless Services.
- Work closely with the Director of Homeless Services to analyze trends, identify service gaps, and implement improvements to shelter programs.
- Serve as acting program facilitator in the absence of the Director, ensuring shelter operations continue efficiently.
2. Seasonal Shelter
- Support the planning and implementation of Code Blue and Inn from the Cold, ensuring all logistics, staffing, and safety protocols are in place.
- Assist in strengthening coordination between emergency shelter services, seasonal programs, and family support services.
- Facilitate partnerships with community service providers to bring housing, employment, health, and financial services on-site for shelter guests.
- Represent Joseph’s House at community meetings and networking opportunities as requested by the Director of Homeless Services.
3. Staff Supervision & Development
· Assist in recruiting, hiring, training and supervision of the Shelter staff.
· Conduct regular supervision meetings with the advocates and program assistant to provide guidance, address challenges, and ensure performance expectations are met.
· Conduct weekly supervisory check-ins and group meetings to discuss caseloads, challenges, and strategies for service improvement.
· Ensure all HR-related paperwork (hiring, payroll, evaluations, disciplinary actions, etc.) is submitted on time.
· Attend and participate in scheduled supervisor meetings and leadership trainings.
· Monitor case management practices, ensuring consistency in guest engagement, service referrals, and documentation.
· Implement staff training and development initiatives to strengthen skills in crisis intervention, de-escalation techniques, trauma-informed care, and guest engagement.
· Conduct performance evaluations and progressive discipline in compliance with Joseph’s House personnel policies.
· Coordinate, research, and disseminate resource information for use by staff and guests of Joseph’s House.
· Maintain up-to-date personnel records for all assigned staff and submit documentation to HR as required.
4. Guest Advocacy & Support Services
- Assist with the intake and assessment process for sheltered guests, ensuring all new intakes are assessed for service needs.
- Facilitate case management efforts in collaboration with other human service agencies, ensuring guests receive comprehensive support without duplication of services.
- Provide direct advocacy services to guests with special circumstances, offering one-on-one support, crisis intervention, and goal setting.
- Facilitate guest accompaniment to important appointments when necessary, ensuring they can access critical services such as medical care, legal aid, and employment assistance.
- Oversee the completion, review, and maintenance of all guest records, ensuring accurate documentation for compliance and service tracking.
5. Program Compliance, Reporting & Data Management
- Ensure all program documentation, service plans, and case notes are accurate and up-to-date in agency databases.
- Assist in compiling monthly program outcome reports, tracking key performance indicators for review by the Director, Executive Director, and Board of Directors.
- Work with the Director of Homeless Services to oversee the completion of monthly statistical reports and annual summaries for program evaluation.
- Support funding proposals and fundraising efforts as requested by the Director of Homeless Services.
- Participate in internal and external audits, compliance reviews, and quality assurance measures.
6. Community Relations & External Partnerships
- Facilitate partnerships with external service providers to bring housing, employment, health, and financial services on-site for shelter guests.
- Represent Joseph’s House in Rensselaer County Homeless Services Collaborative meetings, ensuring alignment with county-wide efforts to address homelessness.
- Develop collaborative relationships with law enforcement, healthcare providers, local businesses, and faith-based organizations to enhance support services for guests.
- Communicate relevant community updates, policy changes, and partnership opportunities to staff.
Qualifications & RequirementsExperience:
· Minimum 3-5 years of experience in homeless services, social services, or shelter management, with at least 1-2 years of supervisory experience.
· Experience in staff supervision, program coordination, and policy implementation.
· Strong knowledge of Housing First, harm reduction, trauma-informed care, and crisis intervention models.
· Excellent organizational, communication, and leadership skills.
· Proficiency in Microsoft Office Suite, database systems, and reporting tools.
· Ability to work flexible hours, including evenings and weekends as needed.
Compensation and Benefits
· Competitive salary commensurate with experience. $23/Hourly
