Overview
JST is currently seeking an experienced Navy Acquisition Policy Expert to join our team. The Policy Subject Matter Expert (SME) will provide guidance to the government contracts and requirements staff and stay abreast of the current Department of Navy and Department of Defense procurement regulations and guidance to transfer the knowledge back to the Command.
This is a full-time position with 100% telework. Customer requires a few days of in-office requirements in Washington, D.C. per year for important meetings or computer refresh actions. Acquisition Policy SME Responsibilities
- Must stay on top of all updates coming out of the National Defense Authorization Acts (NDAA), U.S. Government Accountability Office (GAO) reports and testimonies, U.S. Court of Federal Claims rules, and regulation changes affecting the Federal Acquisition Regulations (FAR); Defense Federal Acquisition Regulations Supplement (DFARS); Navy-Marine Corps Acquisition Regulation Supplement (NMCARS); and DOD, DON, and SSP instructions, manuals, and directives.
- Update the guidance, distribute communications, and update training to keep the workforce informed in a timely/Agile manner.
- Maintain policy and procedure in the Web-based Acquisition Toolbox, built on an Atlassian Confluence platform.
- Develop and deliver acquisition training classes to the contracts workforce.
- Review guidance and training materials to provide policy expertise and solution design to maintain clear and efficient and valuable resources for the acquisition community.
- Manage end user communications through a shared inbox and daily virtual interactions
- Develop process for records management and retention, review local processes for compliance with DoD regulations, assess process weaknesses, identify gaps, and make policy recommendations.
- Oversee a small team to support the acquisition policy department.
Acquisition Policy SME Skills
- Must be able to demonstrate expertise in FAR, DFARS, and NMCARS
- Research and analysis skills, policy expertise, written and verbal communications, and acquisition lifecycle expertise from planning through closeout
- Consulting expertise with advising clients and tactfully correcting contracts personnel, if needed
- Strong analytical and business professional writing skills
- Navy contracting experience, Atlassian Confluence Wiki design, Standard Procurement System (SPS), Procurement Integrated Enterprise Environment (PIEE) user, System for Award Management (SAM) user
- Strategic thinking, critical thinking, oral and written communication, customer service, business acumen, problem solving, flexibility, change management, conflict management, influencing/negotiating, teambuilding, creativity, and innovation, leveraging diversity, and accountability
Senior Acquisition Policy SME Qualifications
- Master's degree in a related field
- Minimum of 10 years' experience as a DD contract specialist (1102 job series)
- Minimum of 5 years of procurement policy relevant experience within the previous 15 years
- DAWIA II, CFCM or equivalent
- Subject matter expertise in DoD acquisition policy, practices, and procedures
- Defense contractor industry business practices/procedures
- Technical understanding/credibility interpreting Federal/DoD acquisition regulations
Required Clearances and Screenings
- Active Secret clearance is required
- MUST be able to successfully pass a drug screen and background check
