The person in this position is supervised by the business manager and supports the business office in performing duties related to payroll and benefit services in a confidential manner. This position will also be responsible for assisting the board in negotiations with the classified association. The use of independent judgment and decision-making is required in many matters not having established rules, regulations, policies or precedent.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Employees in this position perform some or all of the following tasks. Other related duties as assigned.

Keep current with State and Federal Laws and practices; Payroll, Leave, Hire, Term, BOLI, ACA, PLO and other new payroll related regulations.

  • Process Payroll including the following

Set up monthly and unscheduled payrolls

  • Balance wages prior to Payroll Processing
  • Verify Direct Deposits
  • Manage Garnishments and Child Support
  • Data entry from employee time sheets
  • Employee Attendance downloaded and adjusted from Aesop / Frontline
  • Wage Base Reconciliation (verifies proper taxes)
  • Generate payroll reports
  • Print Employee checks
  • Prepare Vendor Checks and Reports
  • Create Data Analysis Reports for Carruth Consultants
  • Create PERS Report
  • Maintain Employee Payroll Files
  • Reporting - Run, Distribute and Archive files from IV
  • Maintain Quarterly and Yearly Tax Information
  • Ensure timely processing and distribution of annual W2s
  • Prepare, process and file Affordable Care Act (ACA)
  • Process Benefits and Deductions including the following
  • Maintain records and communications for the payroll File
  • Maintain Voluntary and Involuntary deductions for monthly payroll
  • Reconciliation of PERS and OEBB Monthly
  • Prepare and file reports for Carruth Consultants and Tax-Sheltered Annuities
  • Oversee and Educate for annual Open Enrollment and mid-year updates; OEBB, HRA, HSA , and FSA
  • Process Employee Leave including the following
  • Maintain record for the Payroll File

  • Track and adjust Employee Leave hours and balances
  • Frontline / Aesop
  • Set Up and Maintain the Calendar, Employees, Substitutes, Accounts and Work Hours

  • Daily Communication / Assistance with Staff and Admin
  • Post early morning notices (Delay or Cancelation) on Inclement Weather Days
  • Paid Leave Oregon (PLO)
  • Communicate with Employees and Vendor
  • Reconcile Paid Leave and Payroll
  • Calculate and Prepare tax reports quarterly
  • Process New Hires and Terminations including the following
  • Verify Fingerprints for New Hires

  • Verify Prior Sick Leave for New Hires
  • Update Oregon Employer Services Portal for all Hires and Terms
  • Update PERS and OEBB for all Hires and Terms
  • Set Up New Hires in IV / Terminate Upon Retirement or Resignation
  • Communicate with New Hires on General Questions and Information
  • Conduct Monthly New Hire Orientation
  • Have Detailed Knowledge and Understanding of all Contracts
  • Work with Edustaff; verifying New Subs, Bi-Monthly verification and Invoicing approval
  • Employment Verification for Loan Forgiveness, Financial Institution and New Employers
  • Classified Bargaining Recorder
  • Create and Maintain Classified Contract
  • Maintain and track Sick Leave Bank for Licensed and Classified groups. Sit on the SLB Committee for Classified group
  • Complete State Required Union Requested Reports
  • Work with the Auditors on requested information
  • Assist the Business Manager as needed for Bargaining and Budgeting
  • Assist the Business Manager as needed with Unemployment and workers Comp Claims
  • Create, process and file classified annual Position notification (Intent To Return)
  • Process and support Retiree Stipends
  • Notary Public
  • Maintain timely communications with staff, Admin, Community, and Vendors via email.
  • Participate in Meetings and Trainings as Requested
  • Proficiently use Excel, Word, IV, Google, Aesop and other job-related programs
  • Assist in the general operation of the District Office such as answering multi-line phone, routing telephone calls or message to appropriate staff, greeting the public typing, and filing
  • Work with Confidentiality in a high pressure environment with frequent interruptions
  • Assist other office staff and serves as back-up as needed
  • Professionally represents the school and District in interactions with community and staff
  • Attends work regularly and punctually
  • Performs such other duties (which may require knowledge of other job descriptions) as may be assigned.
  • SUPERVISION

    All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

    QUALIFICATIONS

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Education and / or Experience : High school diploma or General Education Diploma (GED) and minimum of two years' progressive accounting experience in accounting and / or payroll, or equivalent combination of education, experience and / or training. Ability to rapidly and accurately enter and retrieve computerized data. Knowledge and skill in accounting and payroll procedures and ability to recognize problems preferred. Associates degree with an emphasis in accounting, finance, business or related field and related job experience is strongly preferred.
  • Interpersonal Skills : Ability to exercise judgment and integrity using high levels of confidentiality, tact and diplomacy. Works well with others from diverse backgrounds. Focuses on solving conflict; maintaining confidentiality; listening to others without interrupting; keeping emotions under control; remaining open to others' ideas and contributing to building a positive team spirit. Demonstrated ability to multi-task and work with staff, vendors and members of the community.
  • Language Skills : Ability to communicate fluently in English both verbally and in writing. Ability to present information and respond effectively to questions in one-on-one, small group situations. Ability to verbally respond to common inquiries from students, staff, vendors and the general public. Ability to read and interpret documents such as safety rules, data, memos, emails, operating and maintenance instructions, procedure manuals and governmental regulations. Ability to write routine reports and correspondence. Ability to speak effectively to diverse groups.
  • Mathematical Skills : Ability to add, subtract, multiply and divide in all units of measure, including monetary units using whole numbers, common fractions and decimals. Ability to compute and apply rate, ratio and percent to practical situations. Ability to apply concepts of basic algebra, geometry and statistics. Ability to compute hourly, daily and contractual rates.
  • Reasoning Ability : Ability to apply common sense understanding to carry out instructions furnished in written, oral, schedule or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Computer Skills : General knowledge of computer usage and ability to proficiently use standard school software, accounting software, internet software, email, spreadsheets and word processing software. Ability to type accurately and proficiently. Proficiency in creating, updating and performing multiple functions with Excel.
  • Other Skills and Abilities : Ability to appropriately communicate with staff, vendors and members of the community. Ability to multi-task, meet timelines and exercise good judgment while working in a dynamic environment with constant interruptions.
  • Certificates, Licenses, Registrations : Certificates as determined by the district including the ability to obtain a valid CPR / First Aid card and an Oregon Driver's License. Must be willing to be fingerprinted for a criminal history records check.

    While performing the duties of this job, the employee is regularly required to talk or hear. The employee must regularly lift and / or move up to 25 pounds and occasionally up to 50 pounds, and in rare occasions up to 80 pounds. Specific vision abilities required by this job include : close vision, distance vision, ability to adjust focus, and peripheral vision.
