General Description:
The Preconstruction Engineer’s role is to assist the Preconstruction Manager, Project Manager, and other operations staff members with preconstruction pursuits from lump-sum hard bids to preliminary CM at Risk budgets. The Preconstruction Engineer will primarily be responsible for quantity take offs, subcontractor solicitation, and scope analyzation on assigned projects. The Preconstruction Engineer will also be involved in assisting the project team during the purchasing of subcontractors for awarded projects.
Position Qualifications:
B.S. in Construction Management, or related engineering discipline. Project internship/co-op of field experience, preferred.
Duties and Responsibilities:
- Assist in setting up the estimate, bid packages, and subcontractor solicitation invitation for preconstruction pursuits
- Assist with quantification and identifying scope for a conceptual budget from limited information
- Communicate persistently with subcontractors regarding involvement/interest in preconstruction pursuits and diligently follow up to review project scope and pricing prior to bid day
- Review design documents and complete an accurate quantity take-off for assigned scopes of work
- Review design documents and identity scope items with cost implications
- Combine quantity take-off information and scope information into a completed Comparison of Bid (COB) sheet and use the completed COB to analyze subcontractor pricing, ensure a complete scope of work, and determine the “value” of the scope of work to be included in Juneau’s estimate
- Actively review scope and quantity information with subcontractors in advance of bid day
- Identify and resolve design conflicts and missing information by preparing, tracking, submitting, and distributing preconstruction Requests for Information (RFIs)
- Coordinate with other team members to ensure that “fringe” scopes of work are identified and properly included in estimates
- Review design iterations, addendum, updates, etc. and identify changes in scope that may result in cost changes. Update internal documents (COB and estimate) to reflect the changes and adequately communicate said changes to subcontractors to insure inclusion in subcontractor’s pricing
- Help identify and prequalify new subcontractors
- Assist with purchasing and issuance of subcontracts and purchase orders
