Position Purpose:
The Program Manager is responsible for supervising and managing all aspects of the Crocker Residential Board and Care program, a 48-bed facility providing comprehensive care to ambulatory residents. This role ensures compliance with County, State, and Federal regulations, oversees budgeting and financial operations, and ensures adherence to Title 22 guidelines. The Program Manager hires, trains, and evaluates staff, maintains high standards of resident care, and creates a safe, positive environment for both residents and staff. Additionally, the Program Manager handles admissions, assessments, and discharges, while managing facility upkeep and addressing complaints in a timely manner.
Principal Responsibilities:
- Supervise and manage staff across all departments within the program.
- Hire, train, and evaluate staff to ensure high-quality care.
- Lead staff meetings and organize trainings to maintain compliance and quality standards.
- Ensure compliance with County, State, and federal regulations, including Title 22 guidelines.
- Oversee the creation and implementation of policies and procedures in line with regulatory standards.
- Handle admissions, assessments, and discharges of residents.
- Ensure residents receive the highest standard of care, focusing on safety and well-being.
- Address and resolve resident and family concerns and complaints in a timely and effective manner.
- Maintain the physical upkeep of the facility, ensuring it meets safety and health standards.
- Oversee housekeeping, repairs, and environmental checks.
- Manage budgeting, financial reporting, and resource allocation for the program.
- Ensure financial sustainability while maintaining high-quality care.
- Ensure that residents receive personal care, three daily meals, access to medical care, case management, and housing resources.
- Provide transportation for residents to and from medical appointments and social services.
- Support reunification services for residents who have lost contact with family or support networks.
- Collaborate with external partners, social service agencies, and community organizations to improve resident care and access to additional services.
Requirements:
- Bachelor’s degree in healthcare administration, human services, social work, nursing, or a related field.
- Master’s degree preferred.
- Minimum of 5 years of experience in program management, preferably in healthcare, residential care, or a related field.
- Experience with regulatory compliance and staff supervision.
- Strong leadership, communication, and problem-solving skills.
- Knowledge of County, State, and federal regulations, particularly Title 22.
- Ability to manage multiple departments and balance priorities.
- Financial management and budgeting experience.
- Compassionate approach to resident care and ability to resolve conflicts diplomatically.
Physical Requirements:
- Ability to walk, stand, and move around the facility for extended periods.
- Capacity to lift or move up to 25 pounds, such as assisting with supplies or resident belongings.
- Frequent use of hands for typing, writing, and other administrative tasks.
- Visual and auditory ability to respond to resident and staff needs promptly.
- Occasional need to assist with resident mobility, including helping residents into vehicles or moving around the facility.
