Summary of Functions:
The person in this position is responsible for providing trauma-informed case management and supervision over sex trafficking advocates to enhance and expand wraparound services to sex trafficking clients of all genders and ages. Case management includes but is not limited to, providing support and assistance as needed with safety planning, information and referrals resources, data collection for reporting, and assistance with the protective order process, court support, crisis intervention, hospital call-outs and community outreach and education.
Essential Duties and Responsibilities:
- Assist Advocate to facilitate and coordinate direct services to sex trafficking survivors, including, but not limited to a. Crisis response in an emergency b. Medical, legal, and community advocacy c. Support in identifying, navigating, and securing safe shelter and housing. d. Relocation assistance e. Basic needs such as food, clothing, etc. f. Information, resources and referrals to other social support agencies.
- Develop a case plan with advocate, which can include safety planning, relocation planning, and housing/stability planning.
- Ensure Advocates utilize their skills to the best of their ability to serve survivors of sex trafficking through crisis intervention, information, referrals, safety planning, and support in person and on the phone, and complete follow-up with survivor per department policy.
- Provide assistance to Advocate with the protective order process, including court hearings.
- Assess barriers of survivors of sex trafficking and implement strategies to help overcome those barriers.
- Collaborate with community resources with a specific emphasis on the criminal justice system, child welfare, mental and behavioral health, and employment.
- Provide a two generational approach by supporting both youth and adults by administering developmentally appropriate psycho-educational support groups, mentoring, early literacy programs, homework assistance and parent coaching if needed.
- Engage in cross training and cross-referral with Advocates and other services providers as appropriate
- Assists Manager in keeping accurate training records for advocacy certifications and required on-going training hours.
- Provide education and information materials to support survivor informed choices.
- Maintain confidentiality as directed by the survivor and in compliance with Kalispel Tribe Victim Assistance Services and Kalispel Tribe of Indians policies and Washington statute.
- Participate in weekly case staffing’s and take an active role to ensure advocates are linked to resources and services for survivor stability and progress, are providing consistent support and advocacy, reducing survivor isolation, are listening, and problem solving with their clients.
- Ensure Advocate works cooperatively with other agencies and individuals involved with the survivor to assure comprehensive service delivery to the survivor and children.
- Collaborate with advocates and internal and external partners to assure smooth transition of referrals and services and access to quality services for survivors.
- Assist advocates is developing a strength-based/solution-focused individualized goal and action plan that promotes safety for the survivor.
- Ensure programs and services are delivered in a manner that is respectful and sensitive to the survivors’ cultural experience.
- Identify gaps in the systems that survivors navigate and address those gaps appropriately.
- Conduct community education presentations, training, and outreach as needed.
- Recommend multicultural services, programming, and outreach as appropriate.
- Provide training, instruction, guidance and support to Advocates.
- Understand department objectives and how they relate to the goals of the agency.
- Provide support to other advocates in the office as needed.
- Follows mandated reporting guidelines of the Kalispel Tribe, and Federal and State laws.
- Understands department objectives and how they relate to the goals of the Kalispel Tribe and Kalispel Tribe Victim Assistance Services.
- Maintains flexibility with schedule in order to meet the needs of the victims and advocates.
- Prevent, identify, and remove discriminatory barriers in services provided.
- Work with KTVAS Manager and Director to further develop resources and case management for survivors.
- Ensure advocate completes documentation of initial survivor meeting, e.g. Intake and Contact Summary notes, and any additional documentation associated with survivor contacts per department protocol.
- Ensure advocates document meeting case notes, maintain client files and other appropriate documentation of services per grant audit requirements. Paperwork must be completed and, in the files, and VAMS database system within 7 days of contact. This includes, but is not limited to intake, discharge, and follow-up paperwork and documentation.
- Ensure advocate maintains survivor records in a timely and accurate manner through written and/or verbal communicate and follows up on necessary information.
- Assist data analyst and Director in collecting and entering client statistics for program management and grant reporting.

- Transport participants as program permits
- Collect and report program data, including but not limited to program success and follow-up tracking.

- Must have a valid Washington driver’s license; must be able to be ensured by Kalispel Tribal insurance and abide by its vehicle policy.
- Must be able to pass a Child Abuse and Neglect (CAN) background check.
Supervisory Responsibilities
Under the direction and guidance of the Director and/or Manager, the Sex Trafficking Services Supervisor will supervise Kalispel Tribe Victim Assistance Services Program staff for administration of program operations and grant compliance.
Education
- High school diploma or equivalent (GED)
- B.A. or B.S. Degree preferred
- Two years relevant experience and background in working with sex trafficking victims with knowledge of sex trafficking issues; equivalent combination of education and/or experience may be considered.
- Minimum of 2 years supervision of supervisory and certification hours specific to Human Trafficking advocacy required.
Experience
- Two years of relevant experience working in Native American communities and knowledge of Native American human trafficking, victim of crime, sexual assault and domestic violence advocacy services.
- Two years management experience preferred.
Skills
- Strong oral and written communication skills with at least four years of victim of crime, sex assault and/or domestic violence office experience required.
- A familiarity with or willing to learn the Kalispel Tribe of Indians community way of life and culture.
- Demonstrated ability to handle sensitive information with complete confidentiality.
- Strong leadership and initiative with excellent delegator and mediator skills.
- Quick decision-making and problem-solving abilities.
- This position requires the ability to interact and work well with the public.
- Ability to work cooperatively with internal and external departments.

Other Requirements
- At least 200 hours of victim services training required.
- At least 100 hours of advocacy supervision required.
- Must meet Tribal, Federal and State Domestic Violence/Sexual Assault advocacy program requirements.
- Prior experience with Tribal VOC/DV/SA, State & National Programs preferred.
- Must be willing and able to travel both locally and out-of-state to attend meetings and trainings.
- Must be computer literate with a working knowledge of Microsoft programs and other computer software.
Physical Demands
- Requires the ability to lift and/or move objects weighing up to 20 pounds.
- This position is performed primarily in an office environment. Significant portions of the job require extended sedentary periods; constant work with computers, including extended period of keyboarding; and repetitive motion of hands and wrists.
