KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary:
The position (K0244136)
Accounting - Direct Agency Central Accounts Payable and Travel Reimbursement and approval functions. - Direct Agency Accounts Receivable, deposits, processing of electronic payments and unclaimed property. - Maintain staff training and assigned roles in SMART accounting system. - Support monthly and annual financial closing, reporting processes and procedures. - Attend webinars and meet all agency deadlines related to fiscal audits and other DOA reporting.
Job Responsibilities may include but are not limited to the following: Procurement and Contracts - Oversee team managing the Procurement of goods and services, including - Bid events and awarding of contracts, renewal of contracts. - Prior Authorization requests as needed for the agency. - DocuSign application tool for efficient workflow routing. - Compliance with all Dept of Administration, Office of Procurement policy and procedures. - Responsibility for registering capital improvements and maintenance of Fixed Asset module in SMART.

Qualifications
- Education:
- Bachelor’s degree in Business, Finance, Health Care Management, or related and four years of experience in planning, organizing and directing the work of a department, program or agency.
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Bachelor’s degree in Business, Finance, Health Care Management, or related and four years of experience in planning, organizing and directing the work of a department, program or agency.
- Preferred Qualifications:
- Master’s degree Public or Business Administration, Finance or related
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Advanced problem solving and analytical skills
- Communication skills
- Independent judgment
- Familiarity with audit processes
- Ability to assess compliance risks
- Experience with interpretation of regulations
- Experience with budget development, fiscal analysis, and projection.
- Senior management experience in finance.
- Experience analyzing data and presenting in clear and concise reports.
