The position (K0230450)
The Kansas Department of Health and Environment has an Engineering Trainee/Engineering Associate/Professional Environmental Engineer opening in Topeka. This position is with KDHE’s Bureau of Environmental Field Services and is hybrid. The incumbent in this role will participate in the review and approval of plan specifications for the construction or modification of devices, facilities and systems related to agricultural waste management
Job Responsibilities may include but are not limited to the following:
Conduct reviews of permit applications for livestock waste management systems. Applications shall be assessed for conformance with the applicable Design Standards for Confined Feeding Facilities, LWM guidance, and state and federal statutes and regulations. An application can include but would not be limited to the following plans: engineering plans and specifications, engineering design reports, KDHE Waste Management Plan, Manure Management Plan, Odor Control Plan, Dead Animal Handling Plan, Emergency Response Plan, Operation and Maintenance Plan, Closure Plan, and Closure Cost Estimates. Review requires coordination with KDHE district staff, LWM section staff, consultants, engineers, facility owners and other interested parties. The review also requires the utilization of informational sources such as wall databases, design standards, regional reports such as soil survey, geologic reports, etc., research papers, county environmental staff, water supply data and reports, etc. As needed, make onsite visits to livestock waste management facilities in order to obtain additional information needed to complete review.
Participate in all aspects of the Kansas Livestock Waste Management Program's engineering unit. This includes acting as the lead worker for the engineering unit and assisting in the training of new LWM section engineers. This also includes assisting in the development and oversight of a system for the prioritization and tracking of permit applications for the modification of existing confined feeding facilities (CFFs) or the construction of new CFFs.

Qualifications
- Education:
- Bachelor’s degree in engineering
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
