Position Summary & Responsibilities

The position (K0230097)

The Bureau of Waste Management is hiring a Section Chief for the Hazardous Waste Permits Section. The section is comprised of engineers and scientists that administer the RCRA permitting and corrective action programs established in state and federal laws.Regulated facilities include operating and closed hazardous waste treatment, storage, and disposal facilities.Considerable communication with EPA and other state agencies occurs daily.This position will also assist the bureau director in various administrative duties including but not limited to budget and work plan preparation, contract management, performance reporting, and regulation and policy preparation.Qualified candidates will have knowledge and experience in RCRA permitting, site investigations, and remediation technologies.

Manages and directs the activities of the Hazardous Waste Permits Section. Promotes communication and a positive team environment. Coordinates with EPA to review and revise the Kansas Memorandum of Agreements (MOA) for the State Hazardous Waste Program, the Multi Year Permit Strategy (MYPS) and the annual Hazardous Waste Grant Workplan.Maintains tracking to ensure the Section meets the objectives established in the MOAs, MYPS and Grant Workplan. Reports monthly metrics for upper management using metrics tracking maintained by the Section. Reviews work processes and identifies and implements opportunities for quality improvement. Holds regular section meetings to review progress towards meeting objectives and discuss section needs.

The successful candidate will be a strong leader capable of building a positive work environment and the ability to work effectively with a wide range of stakeholders.

Job Responsibilities may include but are not limited to the following:

Supervises the Operating Facilities and Engineering Unit Chief and the Hydro-geologic and Post Closure Unit Chief, as well as a part time employee. Completes all aspects of the annual performance review process for supervised staff in a timely manner. Meets regularly with each unit chief to review the unit's progress towards meeting work objectives. Redirects works assignments as needed to focus on priority work and meeting objectives. Holds meetings with both unit chiefs to discuss section needs, assess the workload of project managers and redistribute work to maintain and equitable workload and ensure Section work objectives are met. Develops guidance and policies and provides training opportunities to ensure staff have the resources to successfully complete their job duties.

Develops a strong working knowledge of state and federal statutes that apply to the Hazardous Waste Permits Section. Promotes communication and coordination with other Division of Environment Bureaus to discuss and resolve cross-bureau technical issues at hazardous waste facilities. Review and comment on draft work products prepared by section staff such as permits, permit modifications, administrative orders, and technical correspondence to ensure work products are professional, clear and accurate.As necessary, approve or sign off on document concurrence.

Qualifications

  • Education:
    • Bachelor's Degree
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Bachelor's degree in environmental, agricultural, or natural sciences/resources and three years’ experience in environmental program administration; including 2 years of supervisory experience.
  • Preferred Qualifications:
    • Master’s degree in environmental science, engineering, geology or a related scientific discipline.
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Experience working with project managers to develop procedures and schedules
    • Experience negotiating with federal agencies and consultants to develop agreements
    • Environmental regulatory program administration experience
    • Prior RCRA or CERCLA experience
    • One year of supervisory experience
    • Experience reading and interpreting state and federal regulations
    • Experience making public and technical presentations
    • Experience administering federal grants, including preparing annual grant contracts and reports
    • Knowledge of the principles of Quality Improvement and related experience
  • Post Offer Qualifications:
    • To qualify for the Professional Engineer, pay rate, the incumbent is required to provide documentation of receiving and continue to maintain a professional engineering license issued by the Kansas Board of Technical Professions while in the position.
    • To qualify for the Professional Geologist, pay rate, the incumbent is required to provide documentation of receiving and continue to maintain a professional geologist license issued by the Kansas Board of Technical Professions while in the position.
