KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). About The Position
Position Summary & Responsibilities
Position Summary:
The position (K0224447) Purchasing: manage the editing and approval of purchase requisitions for goods and services. Oversee administration and closing of purchase requisitions. Update and approve purchase orders as needed. Provide agency guidance for fiscal year end closing calendar and activities related to purchasing. Identify outstanding obligations and reconcile for inclusion on the DA-118 and DA-107. Prepare reports of outstanding obligations for submission to Accounts and Reports by established deadlines. Maintain contact with vendors and their representatives. Researches a variety of goods and services to determine their availability and characteristics of commodities and services. Familiarity with available Statewide vendor contracts. Establish task orders to meet Agency needs.
Job Responsibilities may include but are not limited to the following: Bid Events: manage letting and evaluation of bid documents and subsequent awarding of contracts. Meet with department heads and other agency employees to discuss requirements, recommendations of alternatives and to forecast agency needs. Prepare requests for proposals; evaluation of vendor bid responses; conduct pre-bid conferences with interested vendors to address specific relevant bid issues and/or bidding procedures; document discrepancies and obtain justification for awards other than to the lowest responsible bidder meeting specifications. Completes and submits statewide contract estimated usage reports, quarterly non-competitive purchases reports and other purchasing related reports as requested by the State Director of Purchases.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Four years of experience in planning, organizing and directing the work of a department, program or agency.
- Preferred Qualifications:
- Bachelor’s Degree in related field
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Experience with Kansas SMART system.
- Experience with large scale purchasing operation.
