Director - Technical Training
- Manage the technical training staff and assign specific duties.
- Manage employee training programs for regulatory compliance training to include OSHA/PSM, DOT, PHMSA, EPA/RMP, USCG and CFATS.
- Ensure technical training activities are performed within regulatory and procedural guidelines.
- Assess needs to determine current strengths and weaknesses for technical skills and training. Create training programs to address gaps.
- Provide resources to or support technical training initiatives for the companies.
- Work with business units to analyze technical training needs/skills and evaluate effectiveness of existing training programs.
- Research technical training methods, programs, and new technologies to make training more effective.
- Develop new technical training programs and/or modify and improve existing programs.
- Interface with other sites to implement training best practices with a standardized approach.
- Communicate technical information, concepts and ideas verbally and in writing.
- Oversee the operation of the Learning Management System for training delivery and recordkeeping. Manage consultants for maintenance of the Learning Management System.
- Manage and establish relationships with vendors to provide additional outside training programs. Coordinate with vendors for instructor-led and web-based training content.
- Track metrics to determine the scale of investment in training and support the GRI sustainability reporting standard for Training and Education.
- Submit annual training budget forecasts and manage the training budget.
- Prepare, submit, manage, and close-out training related EZ Forms and Authorization for Expenditures (AFE), as needed.
- Prepare and submit training related invoices for payment and allocate costs to appropriate organizations.
- Manage and monitor training related contracts.
- Submit vendor requests to set-up third-party training organizations as vendors and/or suppliers. Facilitate service agreements for training vendors with the Risk Management Department. Create purchase requisitions and perform goods
receipts for third-party training services.
- Oversee the Corporate Training Review Committee to share training related information, benchmark best practices and discuss common problems and solutions.
Director - Technical Training Qualifications
- Master's degree preferred in a technical field.
- Technical understanding of petroleum related operations and regulatory environments.
- Seven years' experience in a technical learning and development role. Minimum five years' experience in a management role.
- Possess an in-depth understanding of traditional and modern learning methods.
- Strong organizational skills and ability to work independently and set work objectives.
- Proficiency in Learning Management Systems (LMS).
- Hands-on experience with project management and budgeting.
- Possess advanced level proficiency with Microsoft Office applications.
- Possess strong business writing, oral communications, and presentation skills.
- Ability to manage multiple assignments, projects, and priorities.
- Possess time management skills.
- Ability to build relationships with company/business unit personnel.
- Be able to function within the core values.
- Ability to travel (less than 25%).
