Manage a small department that is responsible for billing, payroll, and claims. Perform difficult work requiring significant interpretive judgment in variation from established procedures and standards.
EXAMPLE OF DUTIES
Plan and implement the annual budget process. Compile and analyze departmental budgets. Review budgets with the management team and the City Council. Prepare final budget for adoption. Advise and consult with department heads on fiscal issues. Administer finances according to approved budget. Oversee the preparation and review of monthly financial statements and annual financial report. Prepare W-2s, 1099s, 1095C’s and other payroll records. Maintain fixed asset inventory. Receive and deposit cash and negotiable payments. Disburse funds. Invest cash with financial institutions. Perform cash budgeting and forecasting. Conduct short-term borrowing. Oversee utility billing, payroll processing, accounts payable, general ledger, bank reconciliations, miscellaneous billing, and special assessment software applications. Plan and prepare for annual audit. Interact with fiscal agent, bond counsel, rating agencies, engineers, and others in formulating debt structures for general obligation bonds, revenue bonds, and lease purchase agreements. Prepare request for proposals for fiscal agent and audit services. Determine debt sizing and assists fiscal agent to prepare official statements and other debt issuance documents. Monitor outstanding debt. Account for various federal and state grants. Administer City, Police, and Firefighter pension plans and attend pension committee meetings. Administer the City’s lottery (keno) funds. Administer health, dental and flexible benefit plans. Serve as treasurer for the Community Redevelopment Authority. Represent the City at seminars, meetings, or conferences.
