POSITION SUMMARY
- Responsible for contact with participant families and childcare providers.
- Provide financial evaluations to determine eligibility for subsidy program.
- Knowledge of rights and responsibilities of families and providers relating to project.
- Clear understanding of subsidy guidelines with regard to project.
- Responsible for determination of subsidy amount to be paid per child.
- Assist with recruitment of families and enrollment of childcare providers for subsidy program.
- Possess the ability to understand and perform within the organizational structure of culture-based education (CBE) and family engagement through knowledge of and implementation of Hawaiian culture and dual language opportunities.
PRIMARY RESPONSIBILITIES
- Assist with recruitment of interested families for subsidy program.
- Appropriate and precise tracking of recruited families for subsidy program.
- Face-to-face contact with participants and oral or written communication with said participants.
- Provide financial evaluations to participants to determine eligibility for program.
- Knowledge of financial requirements of subsidy program.
- Knowledge of rights and responsibilities of families with clear communication of these rights and responsibilities to families as they relate to this project.
- Responsible for determination of subsidy amount to be paid per child up to the HELP Program limits based on ten (10) Payment Factors.
- Clear and appropriate tracking and documentation of each family from recruitment to payouts of subsidies.
- Assist with enrollment of childcare providers.
- Assist with maintaining manual and computerized database and files on childcare providers.
- Assist in the clear and appropriate tracking and documentation of each provider from initial enrollment to payments of invoices.
- Other duties as required.
ESSENTIAL DUTIES:
- Receive and process all incoming documents (mail, email, faxes, hand-delivered) relating to program participants.
- Receive and respond to incoming phone, email, and faxed inquiries about program services and eligibility requirements.
- Enter all eligible applicant family and childcare provider data into Tribal Data Tracker.
- Conduct initial eligibility assessment of all applicant families and notify each one of status:
- Eligible for HELP services
- Not Eligible for HELP services
- Incomplete Application
- Request required information from and complete initial eligibility assessment of families who submitted incomplete Full Applications.
- Notify these families of status
- Notify Data Collection & Input Specialist of status of all applicant files.
- Process invoices submitted by childcare providers and parents (w/License-Exempt providers) within two (2) days of Date Mail Received (DMR).
- Assist in production of program forms, documents, and correspondences.
- Monitor eligibility of participant families to ensure ongoing compliance of HELP Program criteria with special attention to work, school or job training activity and family income.
- Track monthly attendance of participant children at childcare site.
- Conduct research as directed by the Project Director.
- Assist Data Collection & Input Specialist in maintaining program Waiting List.
- Set up family and childcare provider file folders in accordance with established format.
- Ensure all new childcare providers have submitted all required information, documents and forms.
- Submit all newly completed childcare provider files to Payment Specialist.
- Notify/update Data Collection & Input Specialist of status of all participant family files.
- Track participant parents and License-Exempt childcare providers’ attendance at program-sponsored or approved workshops.
- Implement file closure procedures upon termination of program services to participant family.
MINIMUM QUALIFICATION REQUIREMENTS
- Minimum Associate’s Degree in Business Management, Social Services or related fields and/or minimum of four (4) years of experience in related field.
- Ability to create and implement appropriate project guidelines and expectations with regard to subsidy program.
- Ability to write reports with appropriate grammar expectations and adhering to timely reporting requirements to the Project Director.
- Skills: Strong computer skills (including knowledge of Excel and Word), oral and communication skills.
- Work schedule based on regular office hours. Work may require weekend and/or evening work.
- Use of an automobile, a valid driver’s license and insurance card with the ability to drive to out-of-area locations as needed.
- Detail-conscious, planning and organizational skills.
- Willingness to work as a productive and collaborative team member.
- Sensitivity to client family needs and native Hawaiian cultural environment and perspectives.
- May be required to submit to a background and/or credit check.
- Is able to lift 40 pounds.
- Access to in-home WIFI and Internet.
- This job requires in person face-to-face contact.
