n Position Type : Contract to Hire

n Location : Waimea, Kaua’i

n Employment Type : Full-Time (Monday - Friday)

n Pay Rate : $21 / hour

n\n Position Overview \n\n

The Human Resources Clerk  will provide essential HR support across the Kaua’i Region facilities. Reporting to the Regional Chief Human Resources Officer (RCHRO), this position performs a range of administrative, recordkeeping, and employee leave program functions, ensuring compliance with applicable laws, policies, and collective bargaining agreements.

n Key Responsibilities \n\n Administrative Services (40%) \n\n \n\t

  • Process Employee Transaction Reports (ETR) for appointments, promotions, terminations, and other HR actions.\n\t
  • Administer health benefits enrollment and provide advisory support to employees regarding eligibility and program rules.\n\t
  • Provide technical and consultative assistance on HR laws, policies, and practices.\n\t
  • Assist with employee onboarding and orientation, including benefits, safety protocols, and compliance training.\n\t
  • Support the Workers’ Compensation and Labor Relations processes as needed.\n

n\n Recordkeeping (25%) \n\n \n\t

  • Maintain position and personnel files, ensuring documentation is up-to-date.\n\t
  • Track, distribute, and monitor Performance Appraisal Summaries (PAS).\n\t
  • Review and process incoming job applications and assist applicants with questions about vacancies.\n
  • n\n Employee Leave Programs (25%) \n\n \n\t

  • Assist in managing and processing leave programs, including FMLA, TDI, Leave Share, and Workers’ Compensation.\n\t
  • Administer the Sick Leave Abuse Program, tracking patterns of absence and assisting managers with compliance.\n
  • n\n Additional Duties (10%) \n\n \n\t

  • Provide administrative support to the HR team, assist with employee engagement initiatives, and ensure compliance with HIPAA and infection control standards.\n\t
  • Support the organization’s emergency preparedness efforts, participate in disaster drills, and contribute to staff development initiatives.\n
  • n Qualifications \n\n Education : \n\n \n\t

  • High school diploma or equivalent preferred.\n
  • n\n Experience : \n\n \n\t

  • General Office Experience : 1 year of progressively responsible clerical experience.\n\t
  • Specialized HR Experience : 2 years of experience requiring knowledge of HR rules, regulations, and processes.\n
  • n\n Skills & Knowledge : \n\n \n\t

  • Strong understanding of HR principles, recordkeeping, and benefits administration.\n\t
  • Proficiency in arithmetic, office software, and effective communication in English.\n\t
  • Ability to interpret and apply HR policies, procedures, and collective bargaining agreements.\n\t
  • Exceptional organizational skills and attention to detail.\n
  • n\n Licensure / Certification : \n\n \n\t

  • Possession of a valid Hawai’i Type 3 Driver’s License is preferred.\n
  • n Working Conditions \n\n \n\t

  • This position may require extended hours and frequent interruptions.\n
