Volunteer responders supplement a normal day of department activity by performing essential fire and EMS tasks at emergency scenes, providing community education and outreach, as well as contribute support to department activities when it is needed most.
Volunteer Responders maintain and perform the skills to:
- Control and extinguish fires,
- Rescue persons endangered by fires,
- Reduce or eliminate potential fire hazards,
- Assess and control hazardous materials incidents,
- Provide emergency medical services,
- Operate fire communications equipment, and
- Train personnel in fire protection and prevention.
- Must be eighteen (18) years of age upon appointment.
- Must possess a valid unrestricted Alaska State Driver’s License and have an acceptable driving record.
- Must have a reliable mode of transportation.
- Must be physically and mentally capable of performing the functions of a Firefighter and Medical Professional.
- Education and Training Requirements:
- High School Graduate or G.E.D.
- CPR Certification within 1 year of appointment.
- State of Alaska Emergency Trauma Technician (ETT) Certification or National Registry Emergency Medical Responder certification (EMR) within one (1) year of appointment.
- FEMA IS-100, IS-200, IS-700, IS-800 within 90 days of appointment.
- IFSAC/Proboard Firefighter I Certification or higher.
- State of Alaska Basic Life Support Certification (EMT 1) or higher.
Hazards encountered by department personnel include the potential for:
- Burns, dehydration, and other effects of heat, smoke inhalation, heavy protective clothing, falling materials, or explosions,
- Exposure to toxic materials and chemical, biological, radiological, nuclear, and explosive agents,
- Physical injury and sensory damage from firefighting activities and noise levels,
- Dealing with victims in varying stages of fright, panic, and injury, and/or
- Operating or riding on fire trucks under adverse conditions.
Requirements of Membership
All active members are required to obtain at least one (1) full shift event or two (2) half-shift events per month. Shift events are defined by station staffing during scheduled shifts.
All active members are required to accumulate at least six (6) training hours per month including at least two (2) Tuesday night training sessions.
All active members are required to participate in the Volunteer Professional Development Program.
Reimbursements and Exemptions
Stipend Reimbursement – The Kenai Peninsula Borough and Central Emergency Services recognizes the sacrifice our volunteer responders make to provide services to the service area. Volunteer responders are eligible to claim stipends for training events ($20.00), educational events ($20.00), shift events ($150.00), and emergency events ($20.00). Additionally, volunteer responders may have the opportunity to claim reimbursement for mileage expenses, following the Kenai Peninsula Borough Personal Vehicle Use Policy.
Tuition Reimbursement – The Tuition Reimbursement Program has been established to assist volunteer members at Central Emergency Services with education costs related to emergency response training, when funding is available. Emergency response training includes, but is not limited to, emergency medical technician certification, firefighter certification, paramedic licensure or degree program, fire science and/or administration degree program, emergency management degree program.
Training Support – Central Emergency Services recognizes that continuing education is in the best interest of the department members and citizens to provide quality service levels.
Volunteer responders are encouraging to seek department sponsorship and support for educational or training opportunities.
Property Tax Exemption – The Kenai Peninsula Borough currently provides a $10,000 residential real property tax exemption for Active Volunteer firefighter 1 and EMT 1 personnel.
