Job Scope: Provide oversight for the effective delivery of the Harm Reduction Community Linkages Project. The purpose of the project is to support capacity building at harm reduction organizations statewide to expand their client base and develop more comprehensive linkages to prevention, treatment, and harm reduction services for individuals with opioid use disorder (OUD), including prescription opioids as well as illicit drugs such as heroin. This position is grant-funded and is subject to the availability of funds.
Staff will assist in delivering all or any of the recovery support services for families and individuals from community areas enrolled with them for services. In addition, staff will assist the community in:
- Building strong, grassroots organizations that develop leaders, offer opportunities for recovering people to express their collective voice and provide a forum for community service.
- Advocating for meaningful representation and voice for people in long-term recovery and their family members on issues that affect their lives.
- Assessing needs related to the adequacy and quality of local treatment and recovery support services.
- Educating the public, policymakers, and service providers about the prevalence and multiple pathways of addiction recovery.
- Developing programs, groups, and service lines that directly support individuals at multiple stages of recovery.
Program Responsibilities
- Ensure that assigned program activities support contract/grant and deliverables.
- Under the supervision of the Recovery Support Services Senior Manager, the Harm Reduction Coordinator is responsible for the planning, coordinating, and implementation of Harm Reduction services.
- These services include the following: successful engagement of individuals with opioid use disorder (OUD) through linkage to prevention, treatment, and harm reduction services; developing/strengthening partnerships with harm reduction community stakeholders and treatment providers; connecting individuals to appropriate services and treatment; and providing case management services to individuals with OUD.
- Provide education and support for individuals with OUD with regards to health promotion, community resources/referrals, etc.
- Maintain working relationships with community partner agencies offering various harm reduction services to individuals with OUD.
- Develop partnership opportunities with agencies and other sources to promote the health of individuals affected by OUD.
- Actively participate in relevant networks/coalitions serving clients affected by OUD
- Develop and deliver prevention education workshops to target populations and service agencies about OUD, harm reduction, KYC programs/services, and safer substance use practices.
- Develop and deliver training and workshops to meet the needs of those at risk for and those who have an OUD.
- Deliver harm reduction information, referral services, and direct outreach services in a variety of venues frequented by individuals who have an OUD or at risk of developing an OUD.
- Supervise and develop full-time, part-time, and contractual staff to ensure programs and service lines are being conducted to standard.
- Monitor progress towards program goals, budgets, required reporting.
- Attend trainings, meetings and workshops.
- Develop programing and service lines that directly impact and support those in recovery as well as friends and family of those in any stage of recovery.
- Complete other job-related duties as assigned.
Administrative Responsibilities
- Collaborate with Recovery Support Services Manager in identifying performance measures and annual budget.
- Effectively implement and monitor program performance including individual and unit productivity expectations.
- Receive administrative input from Senior Manager and provide feedback regarding administrative issues.
- Participate in program planning, service coordination, practice development, as a member of the Division.
- Represent KYC at community events.
- Interpret and communicate at a service delivery level KYC policy and procedures.
- Participate in administrative supervision and seek individual consultation with Senior Manager.
Education and Experience
- High School diploma and/or GED
- Lived experience from a substance use disorder or co-occurring substance use disorder and mental illness.
- At least 2 years of experience providing harm reduction services to individuals who use substances OR who has at least 2 years of experience both managing an IDPH grant that specifically supports and funds harm reduction work.
- Experience leading, supervising, or managing others; preferably in grant-funded program or non-profit organizations.
- Experience conducting Quality Assurance for other staff in related public health work.
- Experience working professionally with persons in recovery.
- Experience using Microsoft Office Products (Word, Excel, and PowerPoint) as well as cloud-based programs such as Google Drive, Box, and Drop Box.
- Familiarity with typical electronic office equipment.
Schedule
- Full Time, Exempt, 37.5 hours per week.
- Must be prepared to work a flexible schedule in response to the needs of the target population served, including evenings and weekends.
