Salary: $50.46/hr - $64.22/hr
This position will begin with the 2025-2026 school year.
JOB DESCRIPTION
ECEAP (Early Childhood Education and Assistance Program) is Washington’s pre-kindergarten program that prepares 3- and 4-year-old children from low-income families for success in school and life by providing comprehensive Nutrition, Health, Education, and Family Support Services. Under the direction of the ECEAP Program Manager, The Social and Emotional Coordinator plays a pivotal role in fostering the social-emotional development and mental well-being of preschool-aged children. This position combines the responsibilities of an Early Learning Mental Health Consultant and a Preschool School Counselor. The coordinator collaborates with teachers, families, and administrators to create a supportive, inclusive environment where children can thrive. They provide guidance, intervention strategies, and training to address emotional and behavioral challenges while promoting positive mental health and social skills development.

CONDITIONS OF EMPLOYMENT
- Master's Degree School Counseling, Social Work or related field.
- Bilingual and biliterate in Spanish and English. A language assessment will be given.
- Official transcripts of all levels of education due within 30 days of hire.
- Must be able to perform the essential functions of the position with or without reasonable accommodation.
- Must be able to meet the Physical Demands of the position.
- Completion of Safe Schools Web Based Training within thirty (30) days of hire and yearly thereafter.
- Must pass a background check, which includes employee paid fingerprinting.
QUALIFICATIONS REQUIRED
- Master's Degree in School Counseling, Social Work or related field.
- Bilingual and biliterate in Spanish and English.
- Minimum 2 (two) years of experience working in early childhood education program mental health division.
- Experience working with school districts, educational institutions, and state and community agencies.
- Experience working with families of poverty and families of multicultural backgrounds.
- Evidence of excellent attendance, punctuality, and dependability.

- Demonstrate ability to read, analyze, and interpret governmental regulations.
- Demonstrate ability to write reports, business correspondence, and program procedures using proper language, spelling, punctuation, and proofreading skills.
- Evidence of strong problem-solving skills.
- Ability to work a flexible schedule, including some evenings and any/all hours needed to complete job description requirements.
- Valid WA State driver’s license and access to reliable, insured, personal transportation with proof of current automobile insurance and produce an acceptable driver’s abstract. Must be able to drive personal vehicles to various sites.

PREFERRED QUALIFICATIONS
- Previous experience with ECEAP.
- Experience working with district special services for preschool children.
- Knowledge of the following:
- ECEAP Performance Standards.
- Washington State Early Achievers and QRIS. Early Learning Management System (ELMS).
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Support the ECEAP Manager in carrying out contractual obligations.
- Conduct individual and group sessions to support children’s social and emotional development.
- Observe classroom dynamics and provide tailored strategies to address behavioral and emotional challenges.
- Implement age-appropriate strategies to help children develop self-regulation, communication, and social skills.
- Identify and support children at risk of developmental delays or mental health concerns through early intervention.
- Serve as a resource for families, offering guidance, strategies, and referrals to external mental health services when needed.
- Design and implement programs to promote emotional regulation, social skills, and positive peer interactions.
- Develop classroom activities and curricula that enhance children’s self-awareness, empathy, and problem-solving skills.
- Lead initiatives to create a culture of inclusivity, respect, and mental well-being within the school.
- Partner with teachers to develop and implement Child Focus Plans for children with unique needs.
- Provide on-site coaching, training, and resources for staff on topics such as trauma-informed care, behavior management, and mental health awareness.
- Facilitate reflective practice discussions to help teachers address classroom challenges and improve their responses to children’s social-emotional needs.
- Support teachers in managing classroom behaviors and creating an inclusive learning environment.
- Guide interventions for children with unique needs.
- Assist in implementing individualized behavior management plans.
- Organize parent workshops on topics like emotional resilience, positive discipline, and early childhood mental health.
- Act as a liaison between families and community mental health services, ensuring access to appropriate support.
- Partner with parents to address their children’s developmental and emotional needs
- Maintain consistent communication with parents about their child’s progress and strategies for support at home.
- Conduct classroom observations and assessments to identify social, emotional, and behavioral strengths and areas of concern.
- Conduct home visits with eligible families when needed, providing parenting information and offering behavior strategies for home use.
- Maintain confidential records of observations, interventions, and progress for each child.
- Evaluate the effectiveness of social-emotional programs and recommend adjustments as needed.
- This position requires regular interaction with children, teachers, and families in a preschool setting. The role may include occasional evening or weekend workshops or meetings.
- Strong understanding of early childhood social-emotional development and mental health.
- Expertise in behavioral intervention and classroom management techniques.
- Excellent communication and interpersonal skills for engaging with children, staff, and families.
- Ability to work collaboratively in a team environment.
- Proficiency in maintaining confidentiality and professional boundaries.
- Participate in monthly ECEAP all-staff meetings.
- Assist in annual self-assessment and ongoing planning and outcome measurement.
- Attend professional staff development, training, and workshops outside our district.
- Perform all duties of the position within the scope of Kennewick School District policies and procedures, including regular attendance and punctuality.
