This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work
long term.
The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for an
Human Resource Manager position for contractual services with the Delaware Department of Natural Resources
and Environmental Control (DNREC), Office of the Secretary.
JOB DUTIES:
- Provides support to DNREC for all activities associated with Conservation District contractual hiring.
- Posts contractual positions online for recruitment based on requests from DNREC divisions.
- Reviews applicants to determine if they meet qualifications. Provide applications to hiring manager for further
- Process interview notes and hiring package for selected candidate. Communicate to successful and
- Conduct salary analysis for successful candidate and determine appropriate compensation within pre-defined
- Conduct background checks as required.
- Collaborate with conservation district staff to process new employees and prepare for onboarding.
- Identifies and participates in recruitment opportunities for district staff (through contacts with universities and other
job fair events).
QUALIFICATIONS:
Applicants for the Environmental Specialist I level must have education, training and/or experience demonstrating
competence in each of the following areas:
- Possession of a bachelor’s degree or higher, OR four years of professional human resource experience OR three
human resource certification. in Environmental Planning, Biology, Environmental Science, Natural Science,
In addition to the above requirement, applicants must meet all the job requirements below:
• Three years’ experience in performing professional human resource work in support of a human resource
- Three years’ experience in providing guidance, direction and recommendations to employees, management, or
- One year of experience in ensuring compliance with human resource laws, rules, regulations, standards, policies,
- Knowledge of staff supervision acquired through course work, academic training, training provided through an
employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include
planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate
supervisors a group of professional, technical, and clerical employees.
- Knowledge of human resource theories, principles, practices, and procedures.
- Knowledge of state and federal labor/employment laws, rules, regulations, standards, policies and procedures.
- Knowledge of State Government.
- Knowledge of the methods and techniques of data collection and analysis to make recommendations.
- Skill in researching, applying and explaining applicable laws, rules, regulations, standards, policies and

- Skill in effective communications, both orally and in writing.
- Skill in using automated human resource information systems.
- Skill in using computer applications such as spreadsheets, word processing and/or database applications.

- Ability to use sound judgment and reach logical conclusions.
- Ability to establish and maintain effective working relationships with a variety of people.
- Ability to compile, analyze and interpret data.
- Ability to complete work in a timely and effective manner.
- Ability to maintain confidentiality.
CONDITIONS OF EMPLOYMENT:
1. Applicants must be legally authorized to work in the United States. The Kent Conservation District does not
provide sponsorship for holders of H1-B Visas.
2. Direct Deposit of paychecks is required of all new employees.
