The Role
The Human Resources Director (HRD) is responsible for the agency's overall human resource management and compliance. In service, the HRD will ensure that administrative processes and actions are aligned with state/federal law, industry requirements, and employment practices.
Essential Duties and Responsibilities
- Oversees the agencys employment processes and maintains necessary protocols for collecting and verifying employment records.
- Manage and regularly review the Employee Handbook and recommend new agency policies or procedures that are consistent with applicable rules, regulations, and standards.
- Implement and facilitate payroll and compensation practices; review payroll reporting and compliance; create proper coding and payroll allocations; and review employee contributions, deductions, and payroll changes.
- Manage leave and accommodations procedures FMLA, LOA, WC, etc.
- Support and oversee benefit plan administration, including enrollment, plan notices, benefits education, wellness initiatives, provider relations, and billing.
- Serve as primary contact for the Department of Labor for proper management for UI claims and responses.
- Foster and maintain external relationships with external vendors and membership affiliates, such as EANE, RI SHRM, Paylocity, etc.
- Provide guidance and direction on internal human resources projects and procedures.
- Complete and submit detailed analysis for Leadership and Board review related to the agencys strategic goals.
- Conduct research, analyze organizational trends, and execute best practices for employee support.
- Work alongside the Director of Talent Development and the VP of People and Culture to facilitate department projects.
- Provide supervision, mentorship, and support to the Human Resources team. Address performance matters, navigate leave requirements, delegate and manage employee assignments and work duties, etc.
Experience and Skills
- Employee Relations (CBA concerns, personnel matters, EEOC claims).
- 5 years of Human Resource Compliance (state reporting, data management).
- Leave Program Management (FMLA, WC, LOA).
- 3 years of HR Systems Administration (SharePoint, Paylocity, Workday, ADP).
- Benefit Program Review and Analysis.
Competencies
- Bachelors degree in human resource management or other related degree program.
- SHRM-CP/HRCI certification preferred.
- Demonstrated understanding of employment law and human resource compliance.
- Excellent verbal and written communication skills.
- Tracking, reporting, and statistical analysis.
- Collaborative leadership.
Internal/External Relationships
Internal: collaborates with key agency stakeholders and facilitates internal communications and engagement with team members.
External: coordinates with program and resource vendors, participates in member-organization activities, and facilitates cross-departmental engagement and support.
Working Conditions
Varied and flexible to include office conditions (telephone, computer, etc.), external companies and businesses, at the employment location, facility-based workshop or the homes of the person served, etc. Must perform the job tasks of the person served to provide and utilize effective training techniques. Staffing needs and operational demands may necessitate variations in starting and ending times, variations in the total hours that may be scheduled each day and week, and the location(s) of the work assignment.
