CLASS SUMMARY:

Under general direction of the Vice President of Business Administration, the Airport Manager is responsible for the growth, development and general oversight of the Miami University Airport (OXD).  The manager carries out these duties in accordance with the lease and operations agreement between the Kenton County Airport Board (KCAB) and the Airport Sponsor, Miami University (“MU” or “Sponsor”). The manager is responsible for 24/7 decision making and crisis management. The Airport Executive Team will rely on this person to make decisions and give direction regarding OXD operations, growth and development. The manager also serves as the coordinator of the ad hoc greater Cincinnati general aviation manager collaborative and is responsible for growing, organizing and leading the collaborative.

 

 

ESSENTIAL DUTIES:

 

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Manages and oversees the day-to-day operations of OXD with a focus on safety, security, and regulatory compliance.
    • Operates and maintains OXD in accordance with the lease and operations agreement and all federal, state, and local rules and regulations.
    • Provides accurate airport information to FAA, ODOT, and other regulatory and airport reporting agencies.
    • Opens, closes and secures the airport, including all terminal, hangars and access points.
    • Responds to after-hours emergencies, incidents, inquiries, requests, etc.
    • Performs daily runway inspections, reports discrepancies and coordinates maintenance activities.
    • Performs daily 100LL Avgas and JetA fuel inspections, reports discrepancies and coordinates maintenance activities.
    • Performs daily building, airport, and perimeter inspections and coordinates maintenance activities.
    • Issues and monitors all Notices to Air Missions (NOTAMS) per FAA guidelines.
    • Performs wildlife management activities to ensure safe flight operations.
    • Activates and assists contractor with snow and ice removal in accordance with OXD General Policy 15002. Provides internal KCAB Winter Operations briefings and reports OXD field conditions.
    • Develops, manages and updates all OXD Programs, Plans, Policies, Procedures, Rules and Regulations.
    • Coordinates with CVGAA for the procurement of goods, contracted services, and supplies.
    • Coordinates with the Airport Sponsor for the procurement of certain contracted services.
    • Cleans airport facilities to include public areas, restrooms, and hangar space.
    • Manages equipment maintenance schedules and ensure equipment is maintained. Operates heavy equipment such as zero-turn lawn mower, tractor, bush hog, backhoe, and plow truck; sometimes working in extreme weather conditions.
    • Manages the fuel farm including performing inspections, maintenance, and assisting with fuel sales as needed.
    • Tracks area fuel prices and lease rates. Reports significant changes to CVGAA stakeholders. Adjust prices as necessary to remain competitive.
    • Develops and follows safety procedures for towing, chocking, and tying down aircraft.
    • Assists in arrangement of ground transportation for customers.
    • Completes accident and incident reports as needed.
  • Develops and executes plans for the growth and development of OXD in accordance with the master plan and airport layout plan.
  • Recruits and retains tenants to ensure available hangar space is leased.
  • Develops and implements plans for multiple projects focusing on the growth and expansion of the Airport. Including, but not limited to, increasing aircraft operations, increasing fuel sales, constructing a new terminal facility, constructing new hangars and non-aeronautical land development.
  • Annually coordinates with the Sponsor to develop and submit the Airport Capital Improvement Plan (ACIP) to FAA. Coordinates local funding and works with Sponsor to develop project specifications for procurement and project management.
  • Coordinates with the Sponsor regarding all federal, state, and local grant applications.
  • Organizes and leads weekly project management and quarterly executive update meetings with Airport Sponsor.
  • Manages and negotiates all leases, contracts, permits and licenses and coordinates appropriate action.
  • Develops annual operating and capital budgets.
  • Oversees the processing and tracking of airport revenue and expenses.
  • Manages and liaisons with OXD tenants, lessees, customers and visitors.
  • Oversees and coordinates innovation activities at OXD.
  • Liaisons with CVGAA, the city of Oxford and Miami University regarding media, public relations and local events.
  • Ensure CVGAA’s interests are represented in any business activities regarding the lease and operations agreement as the subject matter expert responsible for all key aspects of contract management.
  • Responsible for all contract management activities as documented in KCAB Policy 1014 Contract Management. Ensures KCAB’s interests are represented in any business activities regarding the agreements as the subject matter expert responsible for all key aspects of contract management.
    • Perform other duties of a similar nature and level as assigned.

     

    TRAINING AND EXPERIENCE:

    Bachelor’s degree in a related field to the area of assignment and five years of management experience in airport or airlines operations, or other related airport or economic development related field. Minimum three years of experience in a supervisory capacity; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

       

     

    LICENSING/CERTIFICATIONS:

    • Maintain CVGAA Security Identification Display Area Clearance (SIDA)
    • Obtain and maintain position appropriate NIMS & emergency training
    • ASOS Basic and Advanced
    • OSHA 30 hour
    • Maintain CVGAA ramp and movement area driving privileges
    • NATA Safety 1st   Certification
    • BUSTR Class A, B, and C UST Operator

     

    KNOWLEDGE OF:

    • Airport Development
    • Applicable AOC Systems
    • Financial, Facility, and Project Management techniques
    • Airport operations, policies and procedures
    • Fuel farm management, ATA 103, and NFPA 407
    • FBO Line Service industry standards
    • FAR part 77 and TSA part 1542
    • ODOT pavement condition and 5010 inspection requirements

      ADA AND OTHER REQUIREMENTS:

      Positions in this class typically require stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, talking, hearing, seeing and repetitive motions. 

      Heavy Work: exerting up to 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
