General Purpose of the Job:
Responsible for supervision of a portion of the accounting department and providing support to the Controller. Approves payables documents, ACHes and wire transfers on a daily basis. Records monthly entries for the 300 Housing Revenue Bond (HRB) trust statements and balances investments, cash and transfers. Prepares quarterly Housing Revenue Bond (HRB) financial statements and supporting schedules. Responsible for the accounting function for the Section 8 rental assistance programs, Hardest Hit program, State Inter-fund transactions and Down payment Assistance (DAP) programs. Provides backup support and guidance to the Senior Staff Accountant-Payroll. Prepares annual Real Estate Assessment Center (REAC) submission for all programs and the annual Schedule of Expenditure of Federal Awards (SEFA) disclosure. Provides support to external auditors during the annual independent audit.
Essential Duties and Responsibilities:
This position requires strong analytical and reasoning abilities, superior numeric skills, good problem-solving skills, and general working knowledge of federal tax laws and guidelines. This position requires an ability to fairly and effectively work with a wide variety of people and groups, including staff, vendors, partners, and the public. This position requires skill in planning, organizing, assigning, managing and coordinating activities of staff; effective time management; presenting ideas effectively; dealing constructively with conflict and developing consensus; selecting, supervising, training, evaluating staff and delegating responsibilities. Position requires knowledge of KHC purchasing/procurement policy and procedures.
Knowledge of state and/or federal housing programs helpful.
Education Requirements:
This level of knowledge would normally be acquired through completion of a Bachelors’ Degree program in Accounting; Business Administration; Finance or related field. An additional four years’ related experience may substitute for degree requirements.
Certification Requirements:
CPA license preferred. May substitute with 5 years government accounting experience, including financial statement preparation experience.
Experience Requirements:
Position requires a minimum of four years’ experience working in a progressively responsible accounting, budgeting or finance role in a corporate or government environment. Experience supervising staff preferred.

- Responsible for supervision of staff and work processes for assigned areas of responsibility; ensuring deadlines are met while providing excellent customer service; provides ongoing staff development opportunities; provides feedback to staff regularly on job performance and formally conducts staff evaluations within corporate-imposed time frames. Serves as a back-up to Controller and direct reports as needed.
- Approves payables, aches and wire transfers – Reviews and approves Accounts Payables and program check requests, aches and wire transfers on a daily basis. Submits a positive pay file to each bank of the checks printed daily. Responsible for daily review and approval of printed checks.
- Records HRB Trust Statement entries and prepared HRB Financial Statements – Records each trust statement transaction and posts to Microsoft Dynamics GP accounting software system. Prepares the Investment Schedule, FNMA and GNMA loans sold and gains on sale of loans schedule and transfer’s schedule. Reconciles HRB Investments, Cash and Transfers.
- Records Accounting Transactions – Records transactions in GP accounting software for the Section 8 Programs, Hardest Hit Program, State inter-fund transactions and DAP Programs. Processes checks to deposit funds into the state inter-account as needed.
- Prepares Annual Audit Schedules and REAC Submission - Prepares SEFA schedule as required by the A-133 audit. Submits all financial information on the REAC system as required by HUD. Prepares various audit schedules to support the annual financial statements and Single Audit report.
- Provides assistance and support to the external auditors during the annual independent financial statement audit.
- Supports Payroll Function – Provides back up support payroll activities and provides guidance to Payroll Accountant as needed. Ensures critical payroll functions are completed, such as bi-weekly payroll processing, W-2 processing, and distribution, flexible spending administration. Discusses and researches payroll issues that arise.
- Prepares HRB Financial Statements – Compiles the Balance Sheet, Income Statement and Cash Flow statement for the HRB indenture. Calculates accruals and amortizations related to the HRB transactions
- Other duties and projects as assigned – Perform special projects as assigned.
