Knowledge and Skills
- Must have intermediate skills in the MS Office, specifically Excel and Word.
- Must be NORAC qualified, and capable of learning Railroad physical characteristics.
- Combination of relevant work experience, training and education.
- A minimum of 3 years’ experience in railroad operations and interpreting safety rules.
- Requires at least 2 years’ supervisory experience.
- Evidence of significant experience in the application of ATDA labor contracts.
- Satisfactory prior work history.

Key Accountabilities
- Provide Managerial Leadership to Dispatching staff and ensure safe and efficient operations and optimal On-Time performance. This includes providing individual coaching and development, holding direct reports to account, and providing managerial support.
- Demonstrate understanding and adherence to the Keolis Commuter Services principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance. Ensure the same is exercised within area of accountability.
- Develop and grow positive relationships with union representatives to ensure a constructive working environment. Direct, supervise and participate in the daily operations of the system, including ensuring compliance with Federal and State laws governing operations.
- Confirm the completion of reports and logs in a timely and accurate manner.
- Ensure effective working relationship with counterparts at MBTA / CSX / PAN-AM / Mass Coastal / AMTRAK operations within set contexts.
- Act as the primary point of contact to provide supervision to ensure the least possible adverse effect to the traveling public in the event of operational incidents / train or infrastructure failure.
- Ensure that operational contingency plans are developed and implemented when needed.
- Interface with Engineering Department to ensure that work on or near the line is carried out safely and minimizes the impact of the punctual operation of trains.
- Interface with the Mechanical Department regarding ad hoc equipment movements / test trains etc.
- Ensure that assigned employees are fully qualified in the performance of their duties and operate in a safe and efficient manner.
- Administer collective bargaining agreements as required through regular job performance.
- Lead the hiring, work allocation, and on-the-job training for new employees.
- Ensure compliance of all direct reports with FRA CFR217 regulations and associated testing, as well as all safety rules.
- Attend and participate in all assigned training, specifically safety and security related.
- Ensure a high standard of passenger information is achieved through the interface with the Passenger Information Center.
- Ensure a high standard of internal messaging of incidents and major events is maintained from the Train Dispatch Centers.
- Ensure that delay information and root causes of delays are correctly recorded.
- Undertake on-call duty for real-time train operations across the whole network.
