Under general direction of Senior Director of Delegation Oversight, the Medicare Sales Manager is responsible for overseeing the operation of the Medicare Inside and Field Sales Department to support the launch, growth, and retention of Kern Health Systems D-SNP (Dual Special Needs Plan). This role involves leading the development and establishment of a external Medicare Broker network, internal sales department, managing a telesales team, and a field sales team to achieve or exceed sales goals.
The Medicare Sales Manager ensures the successful achievement of sales, compliance, and quality metrics for the department. Key responsibilities include providing leadership and guidance to the sales team through licensing, coaching, and professional development, as well as establishing and enforcing tracking processes and rules to support efficient operations. Additionally, the Sales Manager is responsible for maintaining compliance with ethical standards and regulations, representing the organization’s product offerings with integrity, and clearly communicating the benefits of the D-SNP to potential members to drive enrollment and retention.

Essential Duties and Responsibilities
- Establish and lead the Medicare Sales department, including staffing, tracking system implementation, progressive sales-based compensation, auditing for regulatory and Company-values compliance, and developing training and administrative requirements.
- Provide leadership to a diverse team (sales agents, administrative support) by setting clear performance expectations, coaching, and offering continuous development opportunities to enhance sales capabilities and drive performance.
- Manage staff performance through regular feedback, coaching on key performance indicators (KPIs), and motivating employees to achieve their goals in alignment with company objectives. Foster a positive and cohesive team environment.
- Identify, create, and maintain a reputable external Medicare sales broker network, ensuring CMS certification is obtained and perform KHS operational orientation and ongoing updates as needed. Maintain strong relationships with broker network.
- Effectively use all channels of communication to inform and motivate staff through one-on-ones, staff meetings, and written communications.
- Oversee the recruitment, hiring, and training of qualified staff, ensuring new hires are well-equipped to meet performance expectations and are integrated into the team effectively.
- Assign priorities and make decisions that are consistent with the company’s Mission and strategic plan & goals.
- Implement and lead sales strategies to achieve or exceed sales goals, identify market opportunities, and contribute to marketing campaigns.
- Organizes and leads staff’s efforts to ensure both compliance with CMS standards and company policy.
- Serve as liaison with Compliance to ensure adherence to all regulations, policies, and procedures while championing Continuous Improvement.
- Investigate trends, surface issues, identify root problem and collaboratively work with specific team / individuals to resolve issues.
- Created and oversee broker reconciliation process.
- Maintain up-to-date knowledge on industry trends, competitors, Medicare regulations, and relevant legislation to inform strategy and decision-making.
- Proactively share thoughts/concerns/issues with regards to the design and/or marketing of the company’s product portfolio. Solicits this input from staff as well.
- Perform other related duties as required to support the achievement of company and departmental goals.
Education and experience:
- High School Diploma from an accredited school or equivalent.
- 3 years of Medicare Inside and Fields Sales management with a proven track record for results with high-touch prospects. Experience working with outside brokers as well.
- Must have an active California Health & Life Insurance Producer’s License with the DOI, as well as have demonstrated ability to pass AHIP certification.
- D-SNP and/or MAPD sales experience.
- Leadership experience in a sales, production, or call center environment.
- Health insurance industry experience.
- Experience with creating a tracking system and overseeing tracking process required.
- CMS regulations.
- Ability to incorporate KHS’ vision and mission in a comprehensive sales strategy.
- Strong relationship-building skills and the ability to collaborate effectively across teams to further organizational goals.
- Proficient organizational and time management skills.
- Goal-oriented and motivated by achieving results in a sales-driven environment.
- Ability to motivate staff by assessing internal drivers and creating an environment that fosters their best performance.
- Excellent communication skills, including high-level verbal and written abilities, with an emphasis on effective information dissemination and active listening.
- Microsoft Office Suite knowledge.
