What are the responsibilities and job description for the Accounting Specialist position at Ketchikan Gateway Borough?
Responsible for providing specialized administrative and accounting support for the Finance Department.
- Compiles, formats, edits, proofs, and produces the proposed/recommended and adopted Borough annual operating and capital improvements program budget documents. Extensive use of Excel or similar spreadsheet during budget preparation. Responsible for proofing and editing the budget documents for accuracy and formatting. Prepares resolutions and budget ordinances during the budget process and the fiscal year.
- Assist in preparing monthly and quarterly grant reports and reimbursement requests and submit them to state, federal and other agencies as required. Work with department heads or project managers to ensure progress reports are submitted timely.
- Assist in preparing and reviewing inventory of Borough fixed assets, including capital assets.
- Work as a team member in preparing, maintaining, and updating files that may contain confidential information used to project employee salary and benefits costs to be used for budget development and labor negotiations.
- Responsible for the overview and reconciliation of assigned general ledger and subsidiary accounts. Prepare monthly, quarterly, or annual journal entries and associated check requests as assigned. Compile back-up documentation for items to be capitalized and prepare appropriate asset forms.
- Process incident reports and inform insurance carriers of any potential claims, as well as processing workers’ compensation claims.
- Under general supervision, generate the annual real and personal property tax bills.
- Assist in gathering information for preparation of budget, audit, and annual financial report (ACFR).
- Is cross trained to perform both payroll and accounts payable functions for vacation and sick leave relief.
- Assist with and review monthly bank reconciliations and preliminary check register prior to check processing.
- Review accounts payable invoice coding on all check requests and invoices.
- Assist Revenue & Collections Supervisor with sales tax audits, including field and desk audits.
- Assist in preparing and distributing monthly budget to actual revenue and expense reports for all departments, and claims register for Assembly packets.

- Provides instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
- Performs other related duties as assigned.
- Working knowledge of accounting practices and procedures, governmental operations and accounting systems, computer operations and basic office procedures.
- Ability to maintain accounting records (both manually and on computer) and to make decisions in accordance with ordinances, regulations, and established procedures of the department.

PHYSICAL ACTIVITIES INCLUDE:
Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, or crouch; and taste and smell. Each of the listed activities also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes weighing up to forty (40) pounds. Frequently spend long hours sitting or standing at a desk and in front of a computer.
EDUCATION AND EXPERIENCE:
- High School diploma or GED equivalent desired.
- Three (3) years of accounting and computer experience. Education may be substituted with progressively responsible accounting experience at a professional or paraprofessional level on a year-for-year basis.
- Requires advanced knowledge and experience with Excel and Word as well as other computer software.
- Government accounting experience is preferred.
