The King County Housing Authority is searching for a new Property Manager (PM) for our Vantage Point portfolio in Renton, Washington.

The new PM will perform administrative and supervisory work managing the operations and maintenance at their respective portfolio. The manager will ensure that the property is operated in an efficient, cost-effective manner while providing high-quality, well-maintained housing for the residents. Responsibilities will include supervision of the maintenance staff. The team will be managed to ensure that all daily work orders, vacates, emergencies, and preventative maintenance are performed, and that lease agreements and resident issues are handled in a timely and effective manner.

The Property Manager will: 
  • Respond to inquiries and explain housing options to potential residents and current tenants; address resident complaints and concerns; facilitate resident meetings.
  • Process applications and move in and move out paperwork; show unit, complete inspection, and conduct leasing signings; screen applicants by checking credit histories, landlord references, criminal background checks, and meet with Central Application Center (CAC) candidates.
  • Conduct annual and interim recertifications to ensure compliance.
  • Maintain tenancy, leasing, rent collections, rules and regulations, serve notices, track vacancies and upgrades, revise leasing and real estate documents as needed; maintain property records; prepare and mail resident correspondence.
  • Perform tenant accounting and submits check requests for payments; code all incoming invoices; assist with budget preparation and adjustments; code expenditures; prepare monthly variance reports, security deposits refunds; adjust tenant accounts, rent changes, negotiate, and prepare rent payment agreements; prepare, post, and mail late rent legal notices when violations occur.
  • Recruit and select staff; assign, direct, train, and inspect the work of staff; reward, discipline, coach, counsel, and evaluate staff performance; create staff schedules; recommend transfers, promotions, suspensions, terminations, and demotions.
  • Develop yearly operating budgets and property financial performance; ensure expenditures are accurately coded; submit reports on variances and makes budget adjustments; review and approve payment for goods and services; oversee purchase orders.
  • Schedule testing and inspection of various systems; conduct building, property, and unit inspections; procure goods and services for properties; address potential hazards, obtain contracts for routine building maintenance; make recommendations for capital improvement projects; schedule special projects.
  • Provide recommendations for capital improvement projects; work with representatives from other departments on both resident issues and capital construction projects.
  • Prepare a variety of reports pertaining to property management and attend departmental meetings; attend manufactured housing training, professional housing seminars and workshops; develop and strengthen knowledge to keep up with current new regulations and legal guidelines.
  • Travel between property sites.
  • Other duties as assigned.
Required Qualifications:
  • Associates/Technical degree AND
  • Considerable experience in property management, asset management, or affordable housing programsOR
  • Equivalent combination of education and experience.

  • Ability to work independently and as a team member to develop effective working relationships; works cooperatively, exchanges ideas, and addresses issues in a constructive, collaborative manner. 
  • Demonstrated ability to prepare and maintain records (manual and electronic) and reports with a high level of accuracy and attention to detail. 
  • Adapts to changing business needs, conditions, and work responsibilities; responds to change with a positive attitude and a willingness to learn new ways to accomplish work activities and objectives.
  • Analyzes problems, identifies alternative solutions and consequences of proposed actions, articulates possibilities, and implements recommendations to support goals; demonstrates critical, creative, and reflective thinking.
  • Strong organizational skills including prioritizing, ensuring accuracy, multi-tasking, and handling interruptions appropriately; ensures assignments are completed in a timely and effective manner.
  • Communicates effectively and collaboratively with individuals and internal and external organizations; applies effective written and oral communication techniques to convey clear and timely messages.
  • Proficiency using MS Office applications including Word, Excel, Outlook and the Internet.

  • Must possess a valid driver's license to travel between work sites as required.

Salary & Benefits:
The starting salary range for this position is $87,157 - $106,767 annually and overtime-exempt dependent on qualifications and professional experience. The complete salary range for this position is $87,157 - $126,377 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. After initial onboarding, this role will have the opportunity to work remotely up to 20% or a compressed work week in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need.
