The Senior Development Analyst will be supporting the Development team in planning, organizing, and managing housing development projects. Additionally, the successful candidate will work closely with the Development team to ensure that real estate development projects are completed professionally, on time and within budget. Work may include a wide variety of tasks and responsibilities such as project accounting, procurement, reporting to lenders and investors, preparing funding applications, assisting with acquisition and financial closings, and supporting other development activities.

Assists in preparation of development budgets, tracking expenditures and reporting on budget to actual performance. Perform reconciliation on development related accounts in preparation for audits. Manages payment application process with vendors and contractors involved in development projects and interacts with KCHA's accounting department on the proper coding and payment of invoices. Coordinates construction draws for various project accounts. Prepares monthly and quarterly reports of development activities. Works closely with the Asset Management Department to coordinate the financial closeout of development projects including audits and final cost certifications.
- Works with Development and Construction teams to manage procurement processes, including assembling vendor contracts, conducting RFPs and bids, checking prospective vendors’ background, onboarding vendors, processing change orders, and closing out vendor contracts.
- Assists with:
- Preparation and submission of funding applications to local, county, state and federal funders;
- Preparation of Low-Income Housing Tax Credit applications and Requests for proposals from investors;
- Putting together complex tax-exempt bond transactions, including public offerings;
- Responding to the due diligence requirements of lenders and investors and other activities that may be required prior to closing on financing.
- Works with Development and Asset Management teams to coordinate the feasibility studies of new property acquisitions and new development opportunities, including procurement of consulting services, scheduling of consultants and filing of reports.
- Collaborates with the asset managers throughout the development process to ensure their input is received on operating budgets, rents, scope of construction, scheduling and lease up projections. Oversees the transition from development to asset management ensuring that all necessary information is transferred to asset managers to ensure a smooth transition.
- Assists asset managers in the oversight and management of projects in KCHA's tax credit portfolio.
Required Qualifications:
- Bachelor's Degree AND
- Moderate experience with real estate finance, project accounting, real estate project management, construction procurement, or asset management OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Salary & Benefits:
The salary range for this position is $92,168.38 - $112,905.94 annually dependent on qualifications and professional experience. The complete salary range for this position is $92,168.38 - $133,643.50 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
