Summary

The Department of Local Services (DLS) is seeking a Business & Finance Officer III to join the finance team. The person will perform finance, accounting, and budgeting tasks, as well as complex and specialized financial analysis. This role will also develop recommendations for the department’s financial practices.

The ideal candidate will have strong analytical and communications skills, be able to think critically, work independently and within teams, be able to adapt to new and changing situations, have extensive experience with Microsoft Excel, and understand financial details and the overall financial landscape.

Job Duties

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Assist the Director’s Office and Permitting Division with budget proposal development.
  • Draft and review budget proposals, financial plans, and fiscal notes.
  • Develop performance metrics for finance, contracting, and accounting. Work with the department’s business analyst and the finance team to develop dashboards.
  • Work directly with the Chief Financial Officer (CFO) to inform and document best practices for the department’s financial practices and systems.
  • Perform analysis and develop recommendations to inform decision making.
  • Assist the Chief Financial Officer with financial cost model development.
  • Review recurring financial transactions, including billing and other transfers necessary to collect revenues. Monitor and reconcile revenue collected.
  • Develop and maintain strong working relationships with county partner agencies and community partners.
  • Review project estimates and contract budgets for reasonableness and compliance with revenue sources and public use.
  • Review audit responses, support programs and projects through internal controls and external reviews.
  • Oversee the DLS Director’s Office’s accounts payable process and approve invoice payments.
  • Conduct grant billings and reporting.
  • Support month-end and year-end financial close activities.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • A minimum of five (5) years of progressively responsible accounting/financial experience, including advanced knowledge of public sector budgeting, finance, managerial, financial and fixed asset accounting.
  • Strong knowledge of budgeting and finance, including demonstrated experience in developing and preparing budget deliverables.
  • Experience in monitoring budgets, preparing budget monitoring reports, historical analysis, and tracking scope/schedule/budget.
  • Knowledge and demonstrated ability to apply generally accepted accounting principles (GAAP) including ability to interpret and apply accounting principles.
  • Customer-focused and comfortable advising and partnering with senior and executive level management about complex initiatives, policies, and issues.
  • Ability to build strong relationships with partners, customers, co-workers, is committed to respecting others while innovating and challenging the status quo.
  • Ability to relay complex financial and budget information to a variety of audiences and can “read the room” to adjust communication styles ensuring not only the message was sent but message was also received and understood.
  • Ability to manage accounting, financial and capital project budget and performance data.
  • Experience working collaboratively with others and builds partnerships to meet shared objectives.
  • Experience in performing a high volume of accounting transactions.
  • Advanced knowledge of financial information systems.
  • Ability to communicate respectfully and effectively, both orally and in writing, with individuals from diverse backgrounds and at all levels of the organization.

INTERVIEW SCHEDULE: If you are selected to move forward, we will be holding 45-minute virtual interviews the week of April 14th.

WORK SCHEDULE: The work week is normally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

UNION MEMBERSHIP: This position is non-represented.

TELEWORKING REQUIREMENT: This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
