Metro Transit’s Bus Operations Division is hiring a tech-savvy, safety-driven individual to utilize their transit system knowledge and project management skills as a System Impacts Coordinator (Transportation Planner III). The System Impacts Coordinator will manage planned and unplanned disruptions to our transit services and facilities by working collaboratively across 37 jurisdictions to mitigate these effects for our customers. The System Impacts work group aims to ensure that our services are predictable, safe, and accessible for our customers to enjoy and utilize. The Systems Impacts Coordinator work includes the Construction Information Coordinator and Trolley Impacts Coordinator bodies of work. The body of work for the Construction Information Coordinator will include the development of strategic transportation plans that affect Metro Transit throughout King County. Duties will include implementing transportation-related projects that involve multiple departments, agencies and/or jurisdictions and the private sector. Will frequently travel throughout King County for meetings to ensure deliverables are on schedule. The Trolley Impacts Coordinator body of work includes the development of strategic transportation plans that affect the Metro Transit Electric Trolley Bus System. King County Metro Transit has approximately 160 electric trolley buses. These electric buses connect passengers in downtown Seattle, Ballard, Queen Anne, the University District, Capitol Hill, First Hill, Beacon Hill and the Rainier Valley. This work ensures these buses keep rolling and service continues to expand throughout King County. We are accepting applications from current King County Employees ONLY. This recruitment will be used to hire 1 Career Service vacancy and will also establish an eligibility pool for future Career Service (CS) opportunities that may become open in this classification and within this section. The pool will be valid for 12 months and used at the hiring manager’s discretion or until exhausted.

Job Duties

Applying equity and social justice is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Transportation Planner III, you will also:

  • Work with all jurisdictions of King County and private contractors to manage projects impacting Metro's transit service. This includes work with the City of Seattle to manage projects that impact Metro’s Electric Trolley Bus System and the City of Seattle’s Streetcar systems. Work will include intake of projects, determining the impact projects have on Transit operations, tasking staff with segments of the planning, and attending construction/planning meetings and site visits.
  • Keep internal Power and Facilities staff, external transit departments, and other stakeholders informed of potential transit system impacts. Coordinate changes as needed.
  • Coordinate with the Metro Transit Vehicle Maintenance section on impacts to vehicle assignments related to service areas and conditions.
  • Demonstrate a commitment to equity and sustainability. Promote an equitable, diverse, and inclusive work environment and support diversity and inclusion goals.
  • Prepare rider alerts regarding impacts to transit.
  • Coordinate with System Impacts staff and others in internal planning, work groups, and external partners and stakeholders such as SDOT and WSDOT.
  • Coordinate work teams, including Service Quality Supervisors in the field, toward assigned objectives, including ensuring that team objectives are met, assigning tasks within the group, facilitating group discussions, prioritizing work, and resolving group conflicts. Analyze teamwork products/reports for consistency and clarity.
  • Prepare written recommendations and action plans as needed.
  • Compose and distribute time-sensitive information to transit staff related to changes in service, and emergencies.
  • Attend weekly Service Impacts staff meetings and respond to internal and external questions related to construction affecting Transit service.
  • Perform other related job duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who meet the following MINIMUM QUALIFICATIONS:

  • Experience in Transit Operations or Transportation Planning OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work.
  • Demonstrated project management skills, including the ability to prioritize project activities.
  • Experience managing and coordinating projects and/or processes.
  • Skill in providing easily understandable information and direction.
  • Ability to work collaboratively with internal and external stakeholders to develop solutions to complex problems.
  • Demonstrated ability to work successfully with a variety of individuals from diverse backgrounds with diverging opinions and viewpoints.
  • Skill in solving problems, negotiating differences, and resolving conflicts among multiple stakeholders.
  • Ability to work independently and as part of a team, managing numerous projects simultaneously.
  • Experience working in an environment that may include ambiguity and political sensitivity.
  • Experience preparing project communications.
  • Excellent oral and written communication skills.
  • Proficient in MS Office, particularly Outlook, Word, and Excel.

  • Bachelor's degree in planning, transportation, construction management, or a related field.
  • Experience with reading and interpreting a Traffic Control Plan.
  • Experience with Metro Transit’s Bus Operations Division.
  • Previous experience with project coordination related to transportation or construction.
  • Experience with handling multiple tasks and priorities in a fast-paced environment.
  • Knowledge of Metro Transit routes, policies, and procedures.
  • Knowledge of trolley operations and the trolley overhead.
  • Skill in negotiation.
  • Skill in conflict resolution.

Supplemental Information

Work Location and Schedule:

This position is considered exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. Work is typically performed Monday through Friday, between the hours of 8:00am and 5:00 PM, although there may be times when you are required to work outside of normal business hours. This position is performed onsite in the Atlantic/Central Base Operations building (1500 6th Ave. S., Seattle, WA).
