Summary
King County's Finance and Business Operations Division, Financial Management section, is seeking a Bond Compliance Officer (Project / Program Manager 3)!
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2027. If filled by a King County employee in a regular position, the TLT will be a Special Duty Assignment.
Want to apply your expert analytical and research skills into an interesting / technical area of King County finance? King County has roughly $5 billion in outstanding municipal bond debt. This position is a critical add to help the Inter-agency Debt Team manage that portfolio and will be responsible for a project to improve, organize, and automate King County's IRS and SEC bond compliance program. We are looking for someone with strong analytical, research, finance, Oracle, inter-agency facilitation, and communication skills to join our team.
King County already has an excellent bond compliance program. We want to make it even better. We are looking to leverage automation to create centralized, standard processes to streamline King County's IRS and SEC compliance activities. This is a highly technical area of finance, and we know that most candidates will not have specific experience in the municipal debt process. That is okay with us, if you have demonstrated experience learning new skills while applying your technical, finance, and research capabilities.
Scope of Job Duties : To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to :
- Develop Documentation Process for Bond Financed Capital Projects : Collaborate with agencies to create and implement a centralized, standard process to document bond-funded capital project expenditures.
- Audit Preparation : Create a database for the associated issuance and ongoing compliance documents that may be requested in potential future tax-exempt bond audit inquiries. This role will partner with central finance, PAO, PSB, agency, bond and disclosure counsel, and the County's external financial advisor's personnel to create and implement a standardized process to research, identify, collect, collate, and comprehensively prepare documentation for King County's outstanding bond issuances.
- Post-Issuance Compliance Analysis : Tailor a centralized post-issuance compliance private business use (PBU) calculation tool specifically for King County outstanding bond issuances. Then, partner with agencies to analyze PBU thresholds for King County facilities that are currently funded with outstanding bonds. In conjunction with this analysis, the position will manage an inter-agency project to create a map of King County facilities that have been funded by outstanding bonds.

Position Information :
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
