King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle’s streetcar system. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding seven new stations. Additional expansions to the Link system will be coming online for years to come. Seattle Streetcar includes the 1.3-mile South Lake Union line and the 2.5-mile First Hill line, proudly serving the diverse and vibrant communities around Seattle’s downtown core. These rail services complement Metro's extensive fixed-route bus system and mobility services. King County Metro Transit's Rail Business and Administration Section has an exciting opportunity for an Administrator II. This position offers a hybrid work environment, and the opportunity to work with a diverse team of individuals and gain leadership experience while backfilling for Administrator IIIs.

Successful candidates will have experience providing a broad range of administrative services such as personnel, budget, problem solving, program development and administration functions for the Rail Division and its Sections. The Administrator II, working under the supervision of the Administrator IV, will be primarily responsible for managing the annual uniform allotments and balances for Galls uniform accounts for Rail Supervisors and Rail Operators. A key project will be helping support administrative services for the Link East Base facility in Bellevue, WA and Central facility in Seattle, WA.
Ideal candidate will also have skill and experience in building strong, productive working relationships with all types of internal or external customers, and the ability to continuously improve the efficiency and accuracy of business and administrative processes.

It may be used to create a list for future Career Service vacancies in this classification at Rail that may occur within the next 12 months, or at the discretion of the hiring authority.

Develop, implement and evaluate methods for monitoring existing and new administrative systems to support work activities at the unit, section, division and/or department levels.
Participate in strategic planning efforts and help develop and/or revise policies and procedures for assigned work unit.
Maintain organized, accurate, and accessible records and filing systems, including complex records, correspondence, and related documents. Filing systems include digital and physical documents.
Provide technical expertise to other internal staff on a limited basis.
Represent the work unit, division or department on internal and external committees or task forces.
Serve as liaison between the manager and internal and external groups or individuals.
Maintain and update data materials related to division functions by utilizing MS Office 365 applications and specialized database systems (i.e. Oracle EBS, Peoplesoft, or similar such software).
Maintain an electronic tracking file system to reconcile uniform invoice receipts, payments and packing slips.
Review and interpret various labor contracts for requesting annual safety boot and tool allowances for various crafts and management positions.
Maintain confidentiality while earning trust and respect of co-workers through honesty, integrity, and professionalism in all interactions.
Assist with special projects as needed and perform other duties as assigned.
Candidates must meet the following minimum qualifications to be considered for the position:
Demonstrated customer service skills, and ability to work and communicate with diverse groups of customers in person, verbally, and written ability to maintain confidentiality and use discretion when handling sensitive information.
Knowledge of account management and data collection principles, practices, procedures, and techniques.
Ability to develop, prepare, and maintain complex database reports, including charts, graphs, and tables.
Excellent organizational skills are required to work on a number of projects simultaneously and to complete projects within specified deadlines.
Demonstrated strong attention to detail. Proven ability to multi-task and remain organized in a fast-paced environment with multiple deadlines and changing priorities.
A strong background in administrative support and demonstrated ability to effectively problem solve and use good judgement in making independent decisions.
Skilled in the use of personal computer programs including but not limited to Microsoft Word, Excel, Outlook, SharePoint, PowerPoint, MS Teams and Adobe.
Desirable qualifications include:
Knowledge of Metro Transit policy & procedures.
Knowledge of Lean/Continuous Improvement principles.
Demonstrated skill in planning, organizing, time management, and handling competing priorities, and producing quality detailed work within tight timeframes.
Demonstrated skill in applying project and account management principles and practices.
Positive, collaborative, flexible disposition; equally adept at working independently or as part of a team.
Ability to work in a fast-paced, dynamic environment.

Teleworking Requirement
The work associated with these positions will be performed predominantly in a hybrid work environment working in the office and from a home office. Rail employees will have access to shared workspaces at various Sound Transit (King County) facilities. Employees must reside in Washington State and within a reasonable distance to the jobsite to respond to workplace reporting requirements.
Rail employees will be provided with a laptop issued by Sound Transit, with the necessary software to fulfill the requirements of the position. Employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
