Summary
The King County Executive Department is seeking a dedicated and knowledgeable Film Specialist to support the development and growth of the regional film industry through strategic initiatives and hands-on operational support. This position is part of the Office of Economic Opportunity & Creative Economy (OEOCE) and will work closely with the OEOCE co-directors and staff, film industry stakeholders, local governments, and community partners to promote King County as a premier destination for film production.
The Film Specialist will be instrumental in coordinating film production logistics, supporting industry workforce development, and managing studio operations at Harbor Island Studios. This position requires a passion for the film industry, strong organizational skills, and the ability to collaborate across teams to solve challenges efficiently.

The Film Specialist will be an essential member of the OEOCE team, supporting co-directors and advancing King County’s film initiative. This role requires a commitment to supporting and growing the regional film industry.
The position reports to the Office of Economic Opportunity and Creative Economy directors and works closely with internal and external stakeholders, including interdepartmental and countywide film liaisons, film unions, film businesses and film industry workers.
Job Duties
Film Industry Development & Policy Support:
- Support development of policies and procedures that underpin regional film industry development.
- Meet with King County 39 cities and Unincorporated King County representatives to address concerns and develop processes for successful film production throughout King County.
- Collaborate with OEOCE and interdepartmental colleagues to solve problems at the speed of business.
- Stay abreast of industry trends locally and nationally.
Production Support & Permitting:
- Support King County Department film liaisons and film liaisons throughout regional King County with permitting details and clearances.
- Provide onsite support for productions at locations throughout King County.
- Track licenses (permits) for Harbor Island Studios.
- Track King County film permitting for locations other than the studio in collaboration with designated King County Department film liaisons and external film liaisons throughout King County
- Document studio usage and King County film productions including photographs.
Communications & Outreach:
- Provide film-related content to the OEOCE Communications Specialist.
- Participate in standing meetings as an OEOCE team member.
- Steward studio guests, including hosting monthly tours.
- Support school tours and other educational events at the studio.
- Prepare the studio for events, programs, and productions.
Workforce Development & Program Support:
- Structure workforce development programs at Harbor Island Studios in partnership with industry professionals.
- Support program development, including Film Focus Fridays.
- Develop and support educational programming to engage local schools and students.
Operational Support & Systems Improvement:
- Keep the Creative Economy Director and Harbor Island Studios onsite manager apprised of activities and issues.
- Participate in system improvement and enhancement initiatives
- Work with interdepartmental colleagues to streamline film permitting process
- Participate in EFAB (Executive’s Film Advisory Board) monthly meetings
- Perform all other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Basic Qualifications:
- Experience in film production, studio operations, or film industry logistics.
- Strong organizational skills with experience managing multiple projects and deadlines.
- Knowledge of film permitting processes and local regulations.
- Ability to collaborate effectively with community partners, government agencies, and industry professionals.
- Proficiency in using scheduling and project management tools.
- Strong written and verbal communication skills.
- Familiarity with workforce development and educational programming.
Desired Qualifications:
- Experience working with public sector and/or nonprofit organizations.
- Familiarity with the regional film industry and local production community.
- Experience producing or supporting educational events and industry tours.
- Proficiency in photography and digital content creation.

WORK LOCATION and TELECOMMUTING REQUIREMENT: The work associated with this position will be performed in a hybrid fashion of on-site and telework, including at Harbor Island Studios located in Seattle, Washington. Employees will also have access to shared workspaces at King County's Chinook Building at 401 5th Avenue in downtown Seattle. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
WORK SCHEDULE: This position is exempt under the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical work week is 40 hours per week, Monday – Friday. This position is not represented by a labor organization.
