Who May Apply: this position is open to the public.The King County Sheriff’s Office (KCSO) seeks an experienced Human Resource (HR) professional to join our team as the Human Resources Manager II. Utilizing your strong interpersonal skills, you will lead a team of HR professionals and build effective relationships to advise and influence change at all levels in KCSO. The King County Sheriff's Office (KCSO) is the primary law enforcement agency for all unincorporated areas of King County, as well as 12 cities and two transit agencies which contract their police services to the KCSO. KCSO also provides police and fire Aircraft Rescue and Fire Fighting to the King County International Airport (Boeing Field). KCSO also provides regional-level support services to other local law enforcement agencies such as air support and search and rescue. The department has over 1,000 employees and serves 2.1 million citizens,[1] over 500,000 of whom live in either unincorporated areas or the 12 contract cities. EXAMPLE OF DUTIES
The Human Resources Manager II reports directly to the Human Resources Manager III and will be responsible for leading a team of HR professionals executing daily policy and processes for the department. The ideal candidate for this role will be a dynamic well-rounded HR leader with experience in the administration of general HR practices and policy as well as in workforce recruitment who brings fresh ideas, recruitment strategies, and the ability to develop the organization from a performance and culture perspective. Skill in performance management principals as well as workplace investigations will also be relevant for the ideal candidate. Primary responsibilities include: • Provide overall direction for the integration of sound human resources practices and strategic initiatives for the department, building and leveraging relationships and networks at all levels as a valued and trusted HR partner. • Develop and implement recruitment strategies in today’s dynamic and constricted labor market, work collaboratively with KCSO internal recruiting team and Civil Service. • Provide advice and consultation on workplace programs, policies, and procedures. • Collaborate with leadership to design systems for recruitment, development, and retention of a high quality, diverse workforce that is prepared for the evolving business needs of the future. • Proactively assess and, in consultation with leadership, resolve employee relations issues objectively, interpreting employment law, labor agreements, and HR policies and practices to reduce liability and ensure consistency and compliance. • Conduct investigations related to human resources issues. • Participate in negotiations of collective bargaining agreements, support and participate in employee discipline and grievances as needed and implement and interpret contract language where warranted. • Oversee the management of requests for accommodations (Americans with Disabilities Act, religious, and others as applicable by law) to ensure adherence to all federal, state, and local regulations. • Provide supervision, guidance, and development to support and sustain HR team. • Lead the implementation of strategies to strengthen employee engagement and advance equity, diversity, and inclusion efforts.
