The Planning and Administrative Services Section in the Facilities Management Division (FMD) is seeking an Information & Records Program Manager to develop and implement FMD’s records and information management program. Given FMD’s distributed staff model, and with a large majority of professional staff working remotely, it is more important than ever for FMD to promote information awareness, sharing, and understanding within the organization and to control and manage both our digital and hard copy file systems to allow for easier information access. Working under limited direction and cross-functionally with members of FMD’s various sections, this position will develop and implement systems, services, and processes to foster a shared understanding and ensure access to critical current and historical documents and digital repositories of knowledge.

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
- Plan, lead, and assess program activities to implement the records management strategy and roadmap
- Develop Information Management program by gathering and analyzing data, conducting research on best practices, and teaching and training staff on best practices
- Lead the modernizing of the record management processes, moving data, and establish and maintain appropriate security levels and permissions.
- Implement a plan to sort, digitize, index, and store records
- Develop SharePoint systems for storing files and records as appropriate.
- Guide and implement the transition of files from shared drives to SharePoint.
- Create, catalog, and maintain physical filing systems and provide active on-going management of the files
- Partner with team members, IT, and inter-department customers to assess record management, storage, and retrieval needs.
- Develop section specific protocols for records management
- Manage and create content for forwarding facing digital platforms (intranet/internet)
- Build, maintain, and support collaborative relationships with related agency functions to understand interconnections and dependencies and influence alignment of strategic priorities
- Manage the current information management practices as well as create new knowledge distribution policies and practices
- Monitor and evaluate the efficiency and effectiveness of systems and processes related to the operation of records and information management services and procedures and evaluate impact in terms of the organizational benefits
- Encourage the staff to share knowledge effectively and efficiently
- Experience managing and developing content hosted on SharePoint and monitoring system usage to optimize performance
- Experience in managing either digital or physical collections of information
- Ability to coordinate, perform outreach, and implement programs across diverse lines of business using change management methodologies
- Ability to plan, coordinate, and execute technical and special projects
- Experience in data gathering and analysis, report writing, and presentations
- Recent progressive experience in records project management
- Ability to interface successfully with diverse audiences within Facilities Management Division
- Strong communications background, including excellent writing and oral presentation skills
- In-depth knowledge and experience working with various types of databases
- Ability to explain knowledge management concepts and solutions in clear, plain language
- Expert planning skills
- Should be able to transform the ideas of management into actionable plans and implement appropriate solutions
- Ability to form and maintain constructive work relationships
DESIRABLE QUALIFICATIONS
- ARMA, AIIM, or KCS certification
- Experience in information management or knowledge management
- Experience working with SQL server, Power BI and Office 365
- This opportunity is open to all qualified applicants. A King County application (paper or electronic) is required.
- This position is exempt and not overtime eligible.
- The typical workweek is 40 hours, 8:00 a.m. - 5:00 p.m., Monday - Friday. This position is not represented.
- This is a hybrid position working both remotely and in the office. The primary office location is in the King County Administration Building in downtown Seattle.
