The Behavioral Health and Recovery Division (BHRD) of DCHS has an exciting opportunity for an energetic and skilled Integrated Managed Care Project Manager. In this position you will be overseeing and driving project planning and management related to King County Integrated Care Network (KCICN), an integrated care network of over 40 behavioral health agencies.

Additional Job Information

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

  • Lead project management efforts of the KCICN, including developing work plans, identifying and monitoring project scopes and communicating budget and schedule impacts.

  • Align and manage multiple and intersecting work streams to reach work plan milestones, including but not limited to internal operational functions as well as initiatives advanced by KCICN governance committees and processes.

  • Manage and facilitate post-project and phase reviews to identify lessons learned and areas for improvement to benefit future projects.

Integrated Network Governance

  • Provide project management support for selected KCICN governance committees and workgroups supporting the provider network (such as Finance Committee, Executive Committee and Network Provider Group). This includes use of various project management tools through project cycles such as development of project charters, work breakdown structures, RACI matrices and use of GANTT charts to ensure projects are adequately scoped and committee deadlines are met.

  • Ensure alignment, connections and follow through across different governance committee work streams, including tracking agendas, action items, decisions and deliverables.

  • Monitor and identify changes needed to ensure committees are meeting work plan deliverables and timelines.

  • Establish and maintain common project management templates and systems supporting governance committees, including but not limited to meeting agendas, materials, minutes and communications.

Internal Operations

  • Track internal operations and system changes needed to support work plan milestones and deliverables.

  • Liaise with internal BHRD staff to ensure deadlines are met, identify risks and issues, and facilitate communication across BHRD sections to accomplish shared awareness.

  • Facilitate meetings with cross-sector, multidisciplinary groups of internal staff to evaluate risks/issues and develop recommendations for resolution.

  • Coordinate with other KCICN Project Manager(s) to ensure alignment across workstreams and governance committees.

  • Coordinate with managed care plans to ensure that internal operations are aligned with managed care systems and requirements.

  • Update Division Executive Leadership Team (ELT) regularly and share synthesized information and recommendations for decision-making purposes.

Overall

  • Under the supervision of the KCICN Business Operations Manager, consult with senior leadership on work plan milestones, challenges and steps needed to deliver on deadlines.

  • Ensure communication and coordination across governance committees as well as internal operations staff and functions.

  • Facilitate internal and external meetings as needed.

  • Deliver presentations to internal and external audiences as needed on KCICN committees, systems and projects.

  • Provide overall project management expertise using project management tools and skills to accomplish work plan milestones and deliverables.

  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's Degree in Public Administration, Public Health, Business Administration, Social Work or related field and/or equivalent combination of education and experience.
  • A minimum of two years of professional experience in project management. A Master's Degree may substitute for 1 year of experience.
  • Demonstrated experience managing complex projects through full project cycle - key functions include developing objectives, scope, timeframes, and deliverables; reporting on project status, goals, budget, schedule and other issues; and leading teams to meet deadlines.
  • Strategic problem-solving skills - ability to anticipate future challenges/opportunities and integrate into analysis, design and implementation when addressing current problems.
  • Strong meeting facilitation skills.
  • Experience leading multi-disciplinary project teams.
  • Advanced knowledge of Microsoft Office.
  • Excellent written and oral communications skills.
  • Strong interpersonal skills.
  • Ability to meet work deadlines, stay on task with frequent interruptions and balance priorities.
  • Ability to work independently with minimal supervision.
  • Predictable and reliable attendance.
  • Ability to attend meetings at various locations throughout the county in a timely fashion.

DESIRED QUALIFICATIONS

  • Proficient knowledge of the state and local Behavioral Health system.
  • Knowledge of project management methodologies such as Agile, Scrum, or Lean frameworks for managing a project.
  • Any project management related certification such as Project Management Professional (PMP) Certification
  • Knowledge of health policies.
  • Knowledge of the state and county's health transformation policies.
