THE PUGET SOUND TAXPAYER ACCOUNTABILITY ACCOUNT (PSTAA) directs that Sound Transit-related funds be used to improve educational outcomes. Approximately $318 million of PSTAA funds are expected to become available to King County between 2019 and 2034. In September 2020, the King County Council took action to approve the PSTAA implementation plan. The plan authorized investment in early learning facilities; college, career, and technical education; and community-based supports for K-12. This position will support the implementation of the college, career, and technical education funding category.
The King County Promise Network Facilitator will be a key member of the Children, Youth, and Young Adults Division’s PSTAA Team. The position will work in partnership with the Postsecondary and Community Strategies Manager as well as the King County Promise Contracts Manager. They will support community partners currently being funded to implement the King County Promise investment as described in the PSTAA implementation plan. This role requires a strong leader with a background in facilitation, partnership, and project management. Additionally, this role will benefit from familiarity with the postsecondary success sector, as well as a strong working knowledge of collective impact approaches, cross-sector partnerships, and fostering shared learning across networks. Lastly, this position requires a self-starter, nimble, responsive, resourceful, and flexible leader to keep momentum and meet goals in a timely manner.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position, anticipated to last 18 months from the start date, but subject to change depending on operational needs. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday, 8:00 a.m. - 5:00 p.m. This position is represented by Protec17.
MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

- Work with internal and external partners to develop and implement the components of the King County Promise strategy in accordance with the PSTAA implementation plan.
- Build relationships and maintain good communication with funded community and institutional partners, as well as other key members of the public, working together to achieve project goals.
- Work with funded community and institutional partners to identify system barriers as well as possible improvements that lead to achieving the vision for King County Promise.
- Support funded community and institutional partners as they develop and orient themselves toward a common project vision and work plan that supports students’ postsecondary success.
- Serve as liaison with all funded community and institutional partners, providing timely information, resources, and technical assistance, as needed.
- Coordinate regular partner touchpoints and provide individual and network coaching: develop agendas, provide facilitation and content, and organize shared learning opportunities for student-facing staff and organizational leaders in alignment with partner needs and investment goals.
- Partner with colleagues across DCHS divisions to foster teamwork and to share best practices that promote cohesion and advance equity.
- Work closely with DCHS Performance, Monitoring, and Evaluation team as well as the funder community and institutional partners to assess the effectiveness of King County Promise and to recommend improvements as needed.

- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
- Ability to apply a race equity lens to all areas of the work.
- Demonstrated passion and commitment to ensuring children, youth, and families are happy, healthy, safe, and thriving.
- Five or more years’ experience facilitating the work of groups of organizational partners, bringing them together to address systemic barriers and achieve a common goal.
- Two or more years’ experience using data to find or develop tools and training resources that support shared learning.
- Proven ability to build and maintain trusting relationships with internal and external partners.
- Demonstrated ability to work through ambiguity and manage change.
- Outstanding oral and written communication skills.
- Strong problem-solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
