Summary
The King County’s Facilities Management Division (FMD), Building Operations Section (BOS), is looking for an experienced Plumbing and Mechanical II (Plumber Foreman), who will supervise a crew of journey-level plumbing and mechanical workers.
This position is responsible for the planning, scheduling, reviewing, and executing of the crew’s work. This work includes maintaining, repairing, and installing mechanical and plumbing systems and components such as pipes, storm and sanitary sewers, wet and dry fire sprinkler systems, valves, steam valves, traps, drains, basins, tubs, faucets, sinks, hydrants, heating, ventilation, air conditioning (HVAC), refrigeration systems, and kitchen and laundry installations typically found in various types of commercial buildings as well as secure detention facilities.

Through a workforce of over 300 dedicated employees, the Facilities Management Division (FMD) operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. Job Duties
In order to be considered for this exciting opportunity, the successful candidate at minimum will demonstrate skill and ability to:
- Model best practices in supervising journey-level plumbing and mechanical workers on a variety of multiple discipline projects.
- Plan, organize, schedule, and coordinate daily work activities of assigned work unit; prepare and assign work schedules and staffing plans; assign, evaluate and monitor work quality and quantity.
- Provide input and/or prepare performance feedback for supervised staff; investigate and address performance and conduct issues of supervised staff in a timely manner as guided by KC policies, MLAs, and Human Resources. May participate in discussions regarding disciplinary actions with higher level supervisors and human resources.
- Promote and support a safe working environment for self and supervised crew. Direct and ensure working practices follow established King County and trade safety standards and codes. Provide ongoing identification, documentation, and redirection of safety hazards and unsafe personnel practices. Provide corrective actions as appropriate and guided by King County and Human Resources policy and guidance.
- Foster and model an environment in which every employee is accountable for high-quality, safe, and problem-solving service delivery.
- Develop strategies and/or plumbing and mechanical solutions for new installations and existing systems. Perform systems analysis; troubleshoot problems; provide summary reports and recommendations for resolution. Escalate issues impacting or potentially impactful to occupant, staff, and building safety.
- Develop estimates for pre-determined and billable services to include material, labor, equipment rental charges, permit fees, and subcontractor costs for various disciplines. Procure and coordinate necessary tools, parts, staffing, and material for projects.
- Maintain accurate filing and records keeping for personnel, building, vendor, and projects. Monitor and track material and labor expenditures and inventory. Receive and respond to correspondence. Organize, assemble, and file project owner equipment manuals.
- Interpret existing conditions and drawings in relationship to client's objectives and current codes. Translate concepts into visual systems and components using illustrations for estimating and construction.
- Review project specifications and drawings for material standards and constructability. Determine sequence of tasks, coordinate and schedule tasks with clients and other crafts and contractors.
- Perform Plumbing and Mechanical I duties.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
OUR IDEAL CANDIDATE WILL HAVE:
- A Washington State Plumber’s License, journey-level plumber (PLO1) at the time of offer.
- Completed a verifiable apprenticeship program or equivalent program within the plumbing industry and at least three years of full-time paid experience as a journey-level plumber, or any equivalent combination of education and experience.
- Demonstrated experience and skill in a leadership role.
- Knowledge and continuous learning of installation and maintenance of pipe, plumbing, refrigeration, and duct systems, including domestic water, wastewater, vent, irrigation, fire sprinkler, pumping, and HVAC open and closed loop systems.
- Knowledge and continuous learning of maintaining and repairing heat exchangers, compressors, heat recovery units, and makeup air units.
- Knowledge and continuous learning of maintaining and repairing fan motor systems including belts, sheaves, bearings, shafts.
- Demonstrated knowledge and continuous learning of Uniform Plumbing Code and other related codes and requirements.
- Ability to clearly communicate orally and in writing, and read and interpret blueprints, specifications, and manufacturer's bulletins.
- Demonstrated ability and continuous learning to use a computer, smart phones, smart tablets, and various programs including Word, Excel, Outlook, Email, Microsoft Teams, and a work order management system.
- Demonstrated skill and continuous learning in the use, operation, and care of tools, machinery, and equipment used in the plumbing and mechanical trades.
- Demonstrated experience in preparing cost estimates and have strong administrative skills.

- Backflow Testing License
- Certified Welder Card
- Journey-level Steamfitter (Pipefitter) Card

ADDITIONAL POSITION INFORMATION:
- The Washington State PL01 Commercial Plumber License is required to be considered for this opportunity.
- The successful candidate must also have a Backflow Testing Certification, or the ability to obtain the certification within the first 6 months of employment.
- This position has been designated by department leadership as a FIRST RESPONDER in the event of a proclaimed emergency. Meaning this position has a role in emergency response and is responsible for the protection and preservation of life, property, evidence, environment and/or restoration of order.
- This position reports to the King County Maleng Regional Justice Center in Kent, WA however, may be relocated to other locations such as the Courthouse in Downtown Seattle.
- The work schedule is Monday-Friday, 7:00 a.m. to 3:30 p.m. This position must be available for call-out for which appropriate premiums will be paid. Work shifts, and hours may vary due to maintenance and project requirements.
- We are also creating a hiring list for any future positions that become available in the next 12 months.
- This position is non-exempt from the provisions of the Fair Labor Standards Act and are therefore overtime eligible.
- Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule and work location are to be determined.
- Incumbents in these positions are represented by the United Association of Plumbers and Pipefitters, Local 32.
- Final appointment is contingent upon successfully passing a thorough federal and county background investigation, reference checks, and clearing a pre-employment physical examination.
