King County’s Department of Local Services is seeking an enthusiastic, forward thinking, agile, detail oriented, and collaborative Project Program Manager III to join the Project Delivery Office (PDO) in the Engineering Section for the Roads Division Capital Program.

Job Duties
- Monitor, update and report on the Capital Program portfolio progress and performance as it relates to delivering projects and programs within scope, schedule and budget, under the direct supervision of the PPM IV.
- Track and communicate project and program schedule risks along with progress on critical path items to leadership as requested.
- Support project planning, coordinating, scope management, budget management, schedule management, monitoring/control, compliance and reporting on various projects and programs within the Roads Capital Program portfolio.
- Work across units and sections to maintain and increase communication and collaboration necessary for the successful delivery of the Capital Program.
- Initiate and collaborate on development and implementation of standard work and process improvements, incorporating principles of Lean and other strategic planning tools.
- Develop and establish project and program-level performance metrics that are in line with goals and strategies set by Department of Executive Services and the Office of Performance of Strategy and Budget.
- Implement in person and virtual techniques to facilitate and engage interdisciplinary group meetings across units and sections.
- Coordinate and support the Roads Summer Internship Program.
- Perform other duties as assigned that support the mission and objectives of the Project Delivery Office.
Experience, Qualifications, Knowledge, Skills
- Ability to apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
- Experience working in project and performance management with knowledge of and experience with capital program delivery OR any equivalent combination of relevant experience and education.
- Experience analyzing data and presenting results for capital projects in concise reports and memos that include charts, text, dashboards and other elements that engage readers and "tell the story" to a wide variety of audiences.
- Experience using a variety of technologies including Microsoft Office Products, SharePoint, and other internet-based tools in their daily work.
- Experience with data visualization tools such as Power BI, Looker or similar products.
- Experience with and knowledge of project management principles.
- A genuine collaborative and consultative style in their approach to their work, understanding the importance of supporting and building effective relationships with team members and colleagues across the department, King County, and external key partners.
- Strong analytical skills and attention to detail. Ability to prioritize assignments and manage rapidly changing priorities. Must be able to work on several projects simultaneously.
- Ability to work in a changing culture within an emerging LEAN organization focused on continuous improvement.
- Strong presentation skills, including preparing and delivering presentations for a diverse range of internal and external colleagues.
- Ability to work effectively with a diverse group of individuals from a variety of different positions, cultures, and backgrounds.
- Ability to exhibit professionalism and discretion in the face of tackling emergent issues with potentially sensitive information and shifting priorities.
Additional Requirements:
- Valid Washington Driver's License;
- Must be able to work in an active, high volume traffic environment.

INTERVIEW SCHEDULE: Applicants who pass the initial screening will be invited to participate in an interview the week of 2/24/2025.
WHO MAY APPLY: This recruitment is open only to current King County employees and may be used to fill current and or/future career service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE: The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.
EMERGENCY DESIGNATION STATUS: This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
