The division’s work also includes efforts to strengthen connections within and improve access to the human services system. The Resource Access Employment Services Manager, Project/Program Manager III, is a key leader within the ASD Resource Access Team (RAT), which is charged with developing and maintaining a unified systems approach to the ASD portfolio of resources. This position will lead a team of Employment Resources Specialists who provide engagement, information, and resource referrals to residents and resource navigation support to case management staff. Work requires independent judgment and a high level of accountability. The Employment Services Manager reports directly to the Resource Access Administrator. MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director, or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking and onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. EXAMPLE OF DUTIES
In conjunction with the Resource Access Administrator, develop and implement customer-centered strategies for ASD’s Employment Resources Specialist team.Manage relationships with Health-Through-Housing, Veterans, Seniors, and Human Services Levy-funded partners.Supervise, direct the work of, and evaluate Employment Resources Specialists.Establish and monitor work sites across all 9 King County Council districts.Compose responses to internal and external customers to address complaints and issues that may be of a confidential or sensitive nature.Work with the Performance Measurement & Evaluations team to conduct evaluations and develop data collection and tracking processes. Create and manage schedules for the Employment Resources Specialist team.In conjunction with the other RAT managers, develop and conduct training.Provide day-to-day direction and technical assistance to staff to ensure consistency of service and compliance with established policies and procedures.Present information and respond to requests for information regarding ASD employment services policies, practices, and performance to key parties, including Department Leadership, the County Executive, and the County Council. Write, prepare, and submit reports and information as needed. Engage in continuous process improvement around employment services policies, practices, and performance. Monitor the effectiveness of procedures and processes; recommend and draft changes or new procedures; coordinate implementation. Evaluate and determine system changes or enhancements needed.Encourage a knowledge-sharing culture across the organization.Perform other related duties as assigned.
