Public Health – Seattle & King County’s School Based Partnerships Program is seeking a Program Manager III (Project/Program Manager III) to support measurable outcomes for a portfolio of investments designed to expand youth mental health services. The School Based Partnerships Program Manager III manages several multi-agency programs and community partnerships to implement services, assure program quality, and provide technical assistance for school-based health partners in King County. This role will prioritize culturally specific and responsive approaches for BIPOC youth and provide students with a continuum of support services grounded in effective strategies for improving youth mental health. This position will function within the Community Health Service Division and will work closely with other members of the School Based Partnerships team, schools, other government, and community partners to support implementation of programs related to youth behavioral health. 

Youth behavioral health needs in Seattle and King County continue to be insufficiently met by currently available mental/behavioral health services and supports. Further, systematically underserved students have experienced significant disparities in accessing equitable mental/behavioral health services. Schools and community-based organizations continue to play a role to help increase access to and availability of mental/behavioral health services and supports. To help address current gaps in access, the City of Seattle allocated new funding in 2024 to Public Health – Seattle & King County (PHSKC) to help increase mental/behavioral health supports in Seattle schools by adding new clinical mental health providers at school-based health centers and establishing a new, non-clinical school based integrated behavioral health care coordinator (BHC) program. This new PPM III role will directly support the planning, implementation, and monitoring of the City of Seattle investment. 

Background

Community Health Services (CHS) operates in multiple locations to provide direct services assures basic health and human services are available to the most vulnerable people in King County, who are often outside mainstream healthcare systems due to barriers such as poverty, language, violence and racism. The School Based Partnerships Team manages several multi-agency programs and community partnerships to implement services, assure program quality, and provide technical assistance for school-based health partners in King County.

Work schedule: This position works Monday through Friday, 40 hours per week. This position is exempt from the Fair Labor Standards Act and therefore is not overtime eligible.


Work location: This role is currently primarily teleworking or hybrid. Based out of the Chinook Building, located at 401 5th Ave, Seattle, WA 98104. In office days and community-based meetings are expected 2-3 days per month.

Program Planning:

  • Lead and participate in planning processes with local government, schools, and community partners to develop new and innovative projects and programs that reflect community needs.

Contract Negotiation and Monitoring:

  • Negotiate agreements that determine scope of work and performance commitments with community partners and funders.
  • Manage the development and implementation of youth mental health support contracts including approving and tracking deliverable and data submissions, in coordination with organizational partners.
  • Develop and negotiate reporting requirements and performance commitments that support quality assurance activities and implementation of health care and educational strategies.
  • Manage performance-based contracting with community partners.

Training and Technical Assistance:

  • Provide technical assistance and quality improvement support to school-based health staff, administrators, and school districts in the implementation of school-based health services and the BHC program.
  • Support development and implementation of training and learning collaborative opportunities with community partners and school-based health staff.
  • Build successful cross-sector partnerships with an emphasis on partnership development between education institutions and community health agencies.

Program Management:

  • Provide project management and leadership in the design, development, implementation, and evaluation of a portfolio of school-based health services within King County, including partnership expansion, systems launch and continuous improvement.
  • Develop and implement short- and long-term objectives; ensure deliverables and services meet deadlines.

Community Partnerships:

  • As directed, participate in interagency as well as local/state committees and task forces and to the public, providing information regarding school-based services. Establish and maintain relationships with partners in key community agencies to promote program goals and objectives.

  • Candidates for this role will be most successful if they have demonstrated experience in mental health services in a school or community-based setting.
  • A commitment to listening, creating space for diverse perspectives, acting on community- and youth-identified priorities, building close and collaborative partnerships, and focusing on youth mental health must be at the center of successful candidates’ professional practice.
  • The ability to communicate at all levels tactfully and effectively will also contribute to candidate success. Specifically, candidate’s most prepared to take on this role will have a combination of the following:
    • Progressively responsible experience working with health care or community-based organizations on community health and/or school-based health care planning and program development.
    • Knowledge of evidence-based and promising best practices in youth mental health support services that promote improved mental health outcomes and youth well-being
    • Ability to work across sectors, including healthcare and education, to increase opportunities and improve results.
    • Demonstrated experience with data collection and evaluation design to support program quality improvement and program evaluation
    • Knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & and systems-based inequities on marginalized communities and populations.
    • Skill in program management including convening and facilitating effective meetings, negotiation, problem solving, conflict resolution, customer service and interpersonal relationships and the ability to handle multiple competing priorities and sensitive situations.
    • Demonstrated ability to work in diverse communities and conduct effective outreach based on authentic relationship development and to apply culturally responsive practices for working with students and families impacted by systemic inequities in education and health services.
    • Demonstrated ability to work independently and as a team member.
    • Demonstrated experience developing and monitoring project contracts.


The most competitive applicants will have the following experiences and qualifications (Desired): 


  • Master's degree in public health or related field preferred. 
  • Professional or lived experience with school-based mental health/behavioral health services. 
  • Knowledge of school-based and/or adolescent mental health/behavioral health systems.
