Job Title: Vice President Capture
Department: Business Development
Job Summary:
We seek an experienced and skilled Business Development Capture Manager to join our team. The ideal candidate will be responsible for identifying and capturing new business opportunities for our company. You will work closely with the business development team and other departments to develop and implement strategies to win new contracts and other opportunities in various domestic and international business lines.
Supervisory Responsibilities:

Mentor and support all team members in the identification and assessment of business development opportunities
Duties/Responsibilities:
-
Identify and qualify new business opportunities through market research, competitive analysis, customer engagement, and 3rd party market intelligence tools

Build and maintain relationships with potential customers, partners, and stakeholders to identify opportunities for collaboration and new business

Coordinate and drive all phases of capture activities and strategy execution

Perform gate reviews or bid/no bid decisions

Prepare and deliver updates to senior leadership at specified milestones in the capture process (e.g., gate review)

Lead the development of proposals, bids, and other responses to customer solicitations, ensuring compliance with requirements and best practices

Collaborate with internal teams to develop innovative solutions that meet customer needs and differentiate our company from competitors

Work closely with the business development team to develop and implement capture plans that maximize the chances of winning new business

Fully support the proposal development process, including strategy, themes, solutions, writing, schedules, staffing, pricing, past performance, resumes, and other proposal actions

Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal

Lead win strategy, including win themes, competitive assessment, and pricing strategy discussion, and prepares/complete strategic action plans, ROIs, and risk assessment

Manage the proposal development process, including scheduling, team coordination, and quality control

Support transition and transfer of capture responsibility knowledge to the operations team upon contract award

Conduct debriefs with customers and stakeholders to gather feedback and insights that can be used to improve our capture and proposal processes

Communicate overall capture progress to management; Escalate issues/concerns

Help negotiate with partnership teams and prepare input for Non-Discloser Agreements, Teaming Agreements, and Joint Ventures

Keep abreast of industry trends and best practices in business development and capture management, and share knowledge and insights with internal teams
Required Skills/Abilities:

Proficient in written and oral communication skills according to skill requirements

Strong writing skills to include the development of content incorporating key win themes in a clear and concise manner

Possess strong computer skills, able to read, write, and comprehend written instructional documents
-
Proficiency with Microsoft Office Professional Suite (e.g., Word, PowerPoint, Excel, etc.).

Ability to function well in a high-paced and, at times, stressful environment

Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume

Ability to apply concepts of introductory algebra and geometry

Strong organizational and project management skills to drive efforts to completion (PMP preferred but not required)

Strong communication and interpersonal skills, including verbal and presentation skills to individuals and groups, internally and externally
Education and Experience:
-
High school diploma or equivalent
-
Bachelor's Degree preferred
-
Must have at least 3 - 5 years of experience in capture

Strong knowledge of the government contracting landscape, contract types/models, and federal acquisition system or processes
Physical Requirements:

Prolonged periods of sitting at a desk and working on a computer

Occasional periods of prolonged exposure to loud noises

Ability to lift up to 25 pounds at times
-
Ability to stand, walk, and reach with arms and hands as necessary

Ability to hear and see to the position and safety requirement levels

Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals
Special Qualifications/Requirements:

Must be able to successfully pass, as required, a federal, state, or local government background investigation
