Position Purpose

Key Responsibilities

• Develops the annual operating budget through the establishing of staffing per unit standards, revenue and expense targets and monthly assistance to departments in resolution of budget variances and process problems
• Responsible for setting goals for organizational success, provide clear direction to department managers, and measure the performance for the purpose of formulating improvement plans
• Provides review for accurately reflecting revenues and expenses to proper general ledger accounts for integrity of financial performance evaluations
• Performs all system budget downloads and general ledger updates of budget and financial data for monitoring, reporting, and analysis
• Prepares and assists with the analyses of financial data related to productivity, flexible budgets and product line profit and loss reporting
• Manages the Labor Productivity Management and Peer Comparison systems for appropriate labor standards and monitoring of biweekly and monthly labor productivity performance
• Provides support and insight to meet the information needs of product line managers and special project needs of management through system training, analyses, and report interpretation
• Works collaboratively with the Decision Support Analyst in financial analysis of business service lines and monitoring of service line profitability
• Analyzes accounting records for resource planning
• Determines financial resources for service program implementation and support
• Prepares annual strategic plan for the organization wide annual operating budget consisting of hospital and physician clinic operations
• Analyzes, monitors, and provides resolutions for identified budgetary compliance needs
• Analyzes productivity management reporting and performance and monitors all organizational departments
• Develops, manages, and provides analysis for labor cost saving programs
• Supports monthly general ledger financial audit analysis and reporting requirements
• Responsible for the coordination and on-going maintenance of the operating budget and labor productivity management systems
• Resolves matters of significance related to operation budget and financial planning on behalf of management
• Provides other financial analysis as needed for organizational determined goals

Qualifications

☐ Level 3 Education:

  • Bachelor's degree in Business Administration, Accounting, or Finance.
  • Experience: 4 to 6 years’ experience at Accountant level with minimum of 3 years’ experience in organizational budget planning.

☐ Level 4

  • Education: Bachelor's degree in Business Administration, Accounting, or Finance.
  • Experience: A minimum of 6 years of general and financial account experience with healthcare finance

Skills, Knowledge, and Abilities:

• Requires discretion and independent judgment related to financial assessments that impact the successful business operations for the organization
• Knowledge of theory and application of general, financial, and budget accounting
• Knowledge of healthcare finance and reimbursement
• Knowledge of budgeting and labor productivity management systems and their uses
• Understanding of hospital and healthcare business operations
• Ability to utilize resources in an organized manner
• Possess technical and professional accounting skills and familiarity with data processing capabilities and procedures
• Knowledge of Microsoft Office products and or comparable spreadsheets and word processors
• Ability to develop and maintain effective working relationships with others
• Familiar with a variety of the field’s concepts, practices, and procedures

Preferences: Level 4 Experience: Minimum of 5 years budgeting and labor management experience.

Work Requirements

• Ability to sit for six (6) to seven (7) hours daily at a computer terminal
• Ability to occasionally lift and carry 11 to 25 pounds of files.
• Ability to frequently perform moderately difficult manipulative skills such as typing, data entry.
• Ability to stoop, bend and reach, etc.
• Ability to frequently move from department to department and building to building
• Ability to constantly see objects closely as in reading and viewing paper records and computer screen.
• Ability to constantly hear normal sounds with some background noise as in answering the telephone.
• Ability to constantly concentrate on minimal and fine detail with some interruption.
• Ability to constantly communicate verbally and in writing.
• Ability to utilize the telephone and have face to face contact with the public, physicians and employees is frequent and must be able to deal professionally at all levels of interaction.
