JOB SUMMARY:

Under the direction of the Administration Analyst Supervisor, the Administration Fiscal Analyst is responsible for conducting a professional level of accounting activity with respect to the preparation of administration and agency-wide financial and budgetary reports, and interpretation of information contained therein.


DUTIES AND RESPONSIBILITIES:

  • May assist with developing, maintaining, and analyzing agency scorecards and dashboards.
  • May monitor revenue and expenses of the agency using program scorecards or other means, as requested.
  • May prepare or coordinate and monitor the department budgets, in conjunction with the Administrative and Executive Offices, including but not limited to indirect budgets and any administrative grants, as requested.
  • May assist with compiling annual agency-wide budget and mid-year budget modifications.
  • May perform bookkeeping functions, as necessary.
  • May assist with performing financial analysis work as requested to assist with management planning.
  • Tracks and monitors account balances, as requested.
  • May gather and analyze data, and prepares reports and may make recommendations pertaining to fiscal activities.
  • May review Administration purchase orders, claims and personnel allocations for accuracy and budgetary compliance.
  • May assist with reviewing and analyzing market trends, as relatable, to provide trends and forecasting data.
  • May coordinate and provide internal fiscal documentation to Federal, State and Local agencies in compliance with contractual requirements, as applicable.
  • May prepare fiscal documentation for internal and external audits.
  • May prepare and post complex journal entries, as needed.
  • May build and perform the direct and indirect cost allocations, as needed.
  • May assist in developing and updating existing cost allocations.
  • May assist with compiling information to show compliance of CSBG Organizational Standards.
  • Completes invoices for monthly reimbursements in a timely manner as scheduled, including but not limited to CSBG and other Administrative grants.
  • May assist in year-end closing of books as it relates to Administration Department.
  • May assist with preparation of Administration and agency-wide purchase requisitions and check requests, as directed.
  • Maintains compliance of all Federal, State and Local regulations, as applicable.
  • Perform other duties as assigned.


EXPERIENCE/EDUCATION REQUIREMENTS:

  • Bachelor's Degree in Accounting from an accredited college or university with major coursework in a related field; AND
  • Two years progressively responsible budgeting/accounting experience, including analysis and multiple contract cost accounting; preferred fund accounting experience in non-profit or governmental environment;

OR

  • High School Diploma or (equivalent); AND
  • Four (4) years of progressively responsible budgeting/accounting experience, including budgetary accounting and analysis and multiple contract cost accounting; preferred fund accounting experience in non-profit or governmental environment.


OTHER REQUIREMENTS:


  • Travel and attend out of area meetings and conferences as required per the funding source(s).
  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours
  • Must be able to meet and maintain KCAO hiring requirements which include:
    • Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI), National Sex Offender Public Website (NSOPW), and the California Sex and Arson Registry (CSAR) (Megan's Law).
    • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency.
