What are the responsibilities and job description for the Detentions Deputy I position at Kings County?

Kings County is seeking responsible, level-headed, stable individuals interested in a career in corrections supervising inmates in the Kings County jail. Anticipated vacancies exist and training will be provided! Must be able to work in a hostile environment and maintain sound judgment and a tolerant attitude. Must be willing and able to work shifts, holidays and weekends. Future vacancies for this position may be filled from the eligible list to be established.  The typical life of the eligible list is three months.

Detentions Deputy I: $25.25 - $30.79 Hourly$52,520.00 - $64,043.20 Annually


Under immediate (Detentions Deputy I) or general supervision (Detentions Deputy II), maintains incarcerated person welfare and security in the County’s detention facilities; monitors and documents incarcerated person activity and incidents; processes incarcerated person admittance, transfer, and release; prepares and maintains accurate reports, records, and files; and performs related duties as assigned.
 
CLASS CHARACTERISTICS 
Detentions Deputy IThis is the entry-level classification in the Detentions Deputy series.  Initially under close supervision, incumbents learn and perform routine duties related to the operation and security of detentions facilities. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Exceptions or changes in procedures are explained in detail as they arise. 
 
Detentions Deputy IIThis is the journey-level classification in the Detentions Deputy series. Positions at this level are distinguished from the Detentions Deputy I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. 
 
Positions in the Detentions Deputy class series are flexibly staffed and positions at the II level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
 
Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.  
 
  • Maintains incarcerated person security, welfare, and appropriate conduct in accordance with policies throughout various areas of the County’s detentions facilities and related areas, including cells, housing units, common areas, corridors, courtrooms, and during transportation; provides effective directives to incarcerated persons as necessary.
  • Monitors and oversees incarcerated person movement and behaviors; provides guidance and enforces incarcerated person order, rules, and regulations; operates and monitors a range of security systems, including doors, intercoms, cameras, computers, and two-way radios and promptly reports any suspicious or irregular activities.
  • Processes the intake, detention, transfer, and release procedures for incarcerated persons and maintains accurate and comprehensive documentation.
  • Utilizes a variety of office equipment including computers for efficient data entry, verification, and retrieval of information; maintains meticulous records and statistical information related to incarcerated persons.
  • Issues and distributes clothing and supplies to incarcerated persons based on their needs; handles incarcerated person mail; receives, maintains, and documents incarcerated persons’ personal property and returns upon release.
  • Fosters incarcerated person welfare by promoting acceptable attitudes and behaviors among incarcerated persons, assisting in their adjustment to confinement; effectively addresses and reports any behavioral issues to supervisors or officers.
  • Conducts searches of incarcerated persons and their living areas to detect and seize contraband, weapons, narcotics or other prohibited items; regularly assesses and reports on the cleanliness and orderliness of incarcerated person quarters.
  • Carries out thorough inspections of the facility and grounds, promptly reporting any unusual circumstances that could compromise safety or security or lead to actual or potential escapes.
  • Maintains vigilant awareness of surroundings and incarcerated person behavior; effectively recognizes, de-escalates, and manages potential altercations and volatile situations; employs necessary measures to regain control in situations involving unruly incarcerated persons including using office approved take-down and control techniques, O.C. pepper spray, TASER, and impact weapon/baton as appropriate.
  • Responds promptly and appropriately to incarcerated person calls for assistance, including handling conflicts, medical emergencies, and situations involving self-harm or harm to others.
  • Classifies and screens incarcerated persons for appropriate housing and activities; actively participates in programs designed to support incarcerated person rehabilitation and successful reintegration into society.
  • Prepares accurate and concise records and reports; documents daily activities, incidents, and any violations of rules and regulations.
  • Coordinates and prepares incarcerated persons for transportation to various destinations, such as hospitals, courts, prisons, and other facilities; ensures incarcerated person safety and security throughout the process.
  • Performs additional duties of support staff duties as necessary or assigned, including the service of specific civil process papers; provides credible testimony in court proceedings when required.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE
Education:
  • Equivalent to completion of the twelfth (12th) grade.

Experience:
  • Detentions Deputy INone required.
  • Detentions Deputy II: One (1) year of experience working in a detention facility at a level equivalent to the classification of Detentions Deputy I with Kings County.

LICENSES AND CERTIFICATIONS
Licenses:
  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
 
Certifications:
Detentions Deputy I:
  • Possession of, or ability to obtain during one (1) year probationary period, a minimum mandated Standards and Training for Corrections (STC) Certified Adult Corrections Officer Core Course issued by the Board of State and Community Corrections (BSCC) or an STC approved supplemental course with valid Basic Certificate issued by the California State Commission on Peace Officer Standards and Training (P.O.S.T.) to be maintained throughout employment.
  • Possession of, or ability to obtain during one (1) year probationary period, a valid certificate of completion of Penial Code 832 Laws of Arrest and Firearms issued by the P.O.S.T.   
  • Possession of, or ability to obtain during a one (1) year probationary period, a valid First Aid, Cardiopulmonary Resuscitation (CPR) and automated external defibrillator (AED) certificate to be maintained throughout employment. 
  • Possession of, or ability to obtain during a one (1) year probationary period, valid Impact Weapons/Batons, Weaponless Defense, and TASER certifications to be maintained throughout employment.
  • Possession of, or ability to obtain during a one (1) year probationary period, a chemical restraint course certification for carrying Oleoresin Capsicum, commonly known as pepper spray, to be maintained throughout employment. 
Detentions Deputy II:
  • Possession of an appropriate STC Certified Adult Corrections Officer Core Course issued by the BSCC or an STC approved supplemental course with valid Basic Certificate issued by the P.O.S.T. to be maintained throughout employment.
  • Possession of a valid certificate of completion of Penial Code 832 Laws of Arrest and Firearms issued by the P.O.S.T.   
  • Possession of a valid First Aid, CPR, and AED certificate to be maintained throughout employment. 
  • Possession of valid Impact Weapons/Batons, Weaponless Defense, and TASER certifications to be maintained throughout employment.
  • Possession of a chemical restraint course certification for carrying Oleoresin Capsicum, commonly known as pepper spray, to be maintained throughout employment. 
 
SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation (including, but not limited to medical and psychological evaluations) and fingerprint check. Ability to qualify for deputization by the Kings County Sheriff’s Office. Ability to work irregular hours including evenings, weekends and holidays, work stand-by, and work overtime as necessary. Ability to work directly with incarcerated person workers in a locked detention facility which enforces a “lock down, no hostages” policy. Ability to complete additional training as required, including the Kings County Sheriff's Office firearms orientation and range training, and requalify to carry all duty firearms on a regular basis. Ability to maintain peace officer qualifications as required by the State of California.
 
Must meet minimum standards as described in California Government Code Sections 1029 and 1031. Must meet peace officer requirements pursuant to federal, state, and local law.
 
PHYSICAL DEMANDS  
Mobility to work in a detentions environment and to maintain STC physical testing standards; to respond to emergency situations and assist with physical altercations as required; to walk, run, stand, jump, climb, and descend; to frequently bend, stoop, kneel, and reach to perform work; and to use standard office equipment, including a computer; strength and stamina to apprehend, lift, carry, push, and pull individuals and equipment as determined within STC. physical testing standards, which may include the use of proper equipment; vision to distinguish colors to identify incarcerated person clothing and to view color computer monitors; vision and manual dexterity to operate vehicles; to maintain firearms qualification and to read printed materials and a computer screen; finger and manual dexterity is needed to operate equipment and firearms, and to access, enter, and retrieve data using a computer keyboard; hearing and speech to communicate in person, before groups, and over the telephone or radio.
 
ENVIRONMENTAL CONDITIONS
Employees work in a county detentions facility setting and are exposed to loud noise levels, hazardous physical substances, confining workspaces, monitored entry and exit of facility and locations within facility, cold and hot temperatures, and varying weather conditions.  Employees may be exposed to vermin, insects, and parasites. The duties of this class are performed in an environment that is frequently unpleasant, unpredictable, and/or nauseating with exposure to incarcerated persons, mentally ill individuals, and persons potentially infected with communicable diseases. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.

(3) Oral examination (100%). This may include a written practical component (100%) to determine placement on the eligible list.
Department Level:
(4) Background investigation (pass/fail). Applicants must undergo and pass a thorough and detailed personal background investigation. These investigations include employment/credit histories, arrest/criminal records, drug/alcohol use and personal conduct.  In addition applicants are required to undergo and pass a psychological examination (pass/fail), a drug screening, and a medical examination.

Qualified applicants will be notified by mail concerning the date, time and location of each exam.
