CLASS CHARACTERISTICS
Human Resources Assistant I: This is the entry-level classification in the Human Resources Assistant series. Initially under close supervision, incumbents learn and perform routine confidential administrative support duties related to Human Resources programs and activities. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Human Resources Assistant II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Human Resources Assistant II: This is the journey-level classification in the Human Resources Assistant series. Positions at this level are distinguished from the I-level by the performance of more varied, complex, and difficult clerical assignments exercising a higher level of independence and discretion. Work is not usually supervised while in progress, although direction is provided for assignments that do not follow an established structure or pattern for the work.
Positions in the Human Resources Assistant class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

- Performs front desk reception duties; greets, receives, and screens visitors and telephone calls; takes messages, directs callers and visitors to the proper office or person, and/or provides factual information regarding Human Resources programs, activities, and functions; assists in interpreting and applying policies, procedures, rules, and precedents in response to inquiries and complaints from the public.
- Participates in the recruitment and selection processes for County departments; prepares, coordinates, and administers selection and onboarding procedures, including, but not limited to job announcement flyers and advertisement preparation for County social media pages, applicant screening, written and oral performance testing, background checks, medical testing, establishment of eligibility lists, and employee onboard procedures; processes action forms for a variety of services.
- Prepares written material associated with the selection processes, including informational brochures, interview questions and rating sheets, and notification letters and/or emails.
- Assists in obtaining oral rating panel members; instructs the panel and monitors oral board proceedings as appropriate; prepares documents and sets up rooms for oral panel interviews.
- Coordinates candidate notification processes during all steps of the recruitment, examination, and onboarding process.
- Confers with Human Resources Analysts and members of various County departments regarding job content, desired selection processes, potential recruitment sources, raters, and subject matter experts.
- Receives, reviews, verifies, and processes time recording documents for the department; audits such documents for completeness, accuracy, and compliance with rules and regulations.
- Schedules, monitors and coordinates employee pre- and post-hire requirements including medical exams, psychological exams, drug testing, backgrounds, live scans, and other activities; tracks and monitors attendance and compliance.
- Facilitates new employee orientations and County-wide trainings.
- Provides technical and clerical support for labor relations processes, including researching information and statistics to support the labor relations negotiation team.
- Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental and program policies and procedures in determining completeness of applications, records, and files.
- Collects, maintains, and compiles information and data, using spreadsheets and other software; prepares a variety of specialized reports and information on a scheduled and as requested basis.
- Maintains calendars and schedules appointments for departmental staff; confirms or reschedules appointments as needed; schedules and arranges for rooms, equipment and related needs for meetings.
- Prepares and distributes meeting agendas; attends and takes minutes of meetings; summarizes and types minutes of meetings from electronic recording devices or handwritten notes and distributes minutes as appropriate; prepares and disseminates public meeting announcements or notices.
- Provides information and general assistance to County staff and the public regarding personnel rules, policies, and procedures.
- Maintains a variety of databases, files, and records related to the County's human resources system; maintains the department’s internet and intranet; reconciles transactions and data as directed; records changes and resolves differences, maintains the accuracy of the records and files.
- Researches and compiles a variety of information and prepares highly confidential or sensitive reports.
- Creates placeholders for Board agenda items; ensures agenda items are completed in accordance with County requirements; tracks changes to agenda time, receives the final approved agenda items from Clerk to the Board and takes appropriate actions.
- Gather data required to respond to subpoenas and other legal matters; answers and fields County employee complaints.
- Performs duties related to departmental functions, such as confidential personnel records maintenance, leave tracking, purchasing, processing invoices, office supplies and equipment maintenance, processing of personnel action forms, payroll, budget tracking and various other personnel services; prepares and secures a variety of highly confidential or sensitive reports, documents and records, including confidential employer-employee relations information; uploads documents and information to the internet and intranet.
- Assists with the department budget and mid-year review; makes travel and lodging arrangements for department head and departmental staff.
- Assists with the contract oversight; enters appropriate information into Finance Enterprise for processing of payments.
- Performs related duties as assigned.
EDUCATION AND EXPERIENCE
Education:
- Equivalent to completion of the twelfth (12th) grade.
Experience:
- Human Resources Assistant I: Two (2) years of increasingly responsible clerical or administrative support experience, preferably in a public agency or human resources office. (Substitution: Equivalent to an associate degree from an accredited college or university with major coursework in business, office procedures, or a closely related field may be substituted for up to one (1) year of experience.)
- Human Resources Assistant II: One (1) year of increasingly responsible experience at a level equivalent to a Human Resources Assistant I with Kings County.
LICENSES AND CERTIFICATIONS
Licenses:
- Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation and fingerprint check, including credit check. Ability to travel within and outside County.
